Job Details Location: Indian Health Council-Rincon - Valley Center, CA 92082 Position Type: Full Time Salary Range: $26.86 - $28.32 Hourly Job Description Reports To: Social Services Manager FLSA Status: Non‑Exempt Classification: Regular, Full‑time Schedule: Monday - Friday, 1.0FTE Location: Onsite; position may be assigned to work at both IHC locations Summary The Tribal Family Services Court Advocate (TFS Court Advocate) advocates in state court systems protecting the federal ICWA law for a consortium of Tribes in San Diego County. The TFS Court Advocate will assist families by establishing strength‑based services to meet reunification plans and family needs. Essential Duties & Responsibilities Advocate for Tribal rights under ICWA, working closely with Tribes and the Child Welfare Services Indian Specialty Unit (ISU) to reunify families by participating in state court hearings and representing the tribal position on ICWA matters, including providing expert witness testimony. Work proactively with clients who may have multiple problems and conditions, guiding them through the complexities of the Tribal and State systems to reunify with their children. Develop case management plans for families in crisis and provide linkages to all services with follow‑up within 30 days, encouraging utilization of agency services such as counseling, parenting, domestic violence, substance abuse, and referrals to community resources. Conduct supervised visits and transportation for families in reunification. Conduct community presentations on program activities and services available; participate in monthly Child Protection Team (CPT) meetings and weekly case consultation. Analyze situations and conditions to identify problems, trends, and needs for additional services and referrals for families, foster families, children in care, or juvenile halls. Receive direction, case supervision, and consultation through meetings with tribal family services director, manager and ISU; participate in case file audits and peer reviews. Willingness to cross‑train in other aspects of Tribal Family Services. Provide statistical information as required by policy and procedures. Comply with all program and grant reporting requirements. Position may be reassigned during activation of EOP. Travel & Driving Requirements Travel may be required. Driving is required. Education and Experience Bachelor’s degree in social work or a related field. Prefer 2‑3 years of relevant experience and willingness to be trained. Required Knowledge, Skills, and Abilities Knowledge of ICWA regulations and County CPS agency. Knowledge of HIPAA and Child Protection laws. Skilled in interviewing, community presentations, and facilitating meetings. Skilled in obtaining information and cooperation from individuals or groups. Ability to establish and maintain effective working relationships with patients, staff and the public. Ability to interpret and communicate social work agency rules, regulations, and procedures. Ability to write reports, accurately reflect on treatment and document patient progress. Proficient in Microsoft Office365 (Word, Excel, PowerPoint, Outlook, Teams, SharePoint). Proficient in EPICMyChart electronic health records software. Proficient in Paycom, Relias Learning, and PolicyTech systems. Certificates, Licenses, Memberships and Regulations Valid California driver’s license and good driving record required throughout employment. Current AED CPR certification or attainment within 6months of hire. Pass pre‑employment physical, tuberculin skin test or x‑ray and urine drug screen. Health adequate to perform all duties. Pass criminal background check. Work Environment Indoor office environment. Physical Demands Regularly required to sit, use hands, reach, talk, hear, and have good vision. Must be able to adjust focus and use close and peripheral vision. Customer Relations Respond promptly and with caring actions to patients and employees. Maintain professional relationships with all levels of staff, patients, and the public. Be part of a team and cooperate in accomplishing departmental objectives. Quality Management Display knowledge of normal signs of human development and assess age‑appropriate care. Participate in quality improvement activities. Safety Maintain current knowledge of policies and procedures for safe work practices. Follow all safety procedures and report unsafe conditions. Use appropriate body mechanics to ensure an injury‑free environment. Follow infection control procedures including blood‑borne pathogen protocols. HIPAA & Compliance Maintain privacy of all patient, employee, and volunteer information. Access only on a need‑to‑know basis. Comply with regulations regarding corporate integrity and security obligations. Report unethical, fraudulent, or unlawful behavior or activity.
