Intelligence Operations Specialist (Curriculum Developer/Instructor)

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, Intelligence Enterprise Training Academy (IETA), located in Harpers Ferry, WV. Duties In this position, you will serve as an expert Intelligence Operations Specialist (IOS), specializing in providing intelligence‑specific training and instruction for CBP employees. You will develop and implement intelligence‑based curriculum for the IETA and deliver instruction in all aspects of unclassified and classified systems exploitation, research, analysis, and intelligence production. Maintain subject‑matter expertise in the application of CBP and DHS Intelligence Enterprise authorities and Intelligence Community Directives, as well as intelligence and systems exploitation processes to support law‑enforcement operations. Apply all associated intelligence collection, evaluation, and dissemination processes to support CBP operations. Support the design and development of CBP intelligence training courses. Identify and apply the appropriate intelligence disciplines and methodologies to exploit information from a variety of sources, generating intelligence products that reveal threat identities, associations, travel/movement patterns, organizational composition, tactics, techniques, procedures, and threat activities. Apply safeguarding procedures and proper handling techniques when working with classified and sensitive but unclassified information. Requirements U.S. citizenship required. Background investigation and drug‑testing requirements will be conducted. CBP follows the DHS Drug‑Free Workplace Plan. Qualifications Experience: One year of specialized experience equivalent to the next lower grade level, including delivering learning through instructor‑led training, conducting research, evaluating written products, and providing comprehensive feedback. Application of the ADDIE (Analysis, Design, Development, Implementation, Evaluation) instructional design model to create and update curriculum. Development of evaluation strategies, including testing instruments and practical application in a live environment. Ability to provide a clear résumé indicating how the above requirements are met. Meet all time‑in‑grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent).
