Civil Engineer - Site Development & Permitting

We are seeking a detail-oriented Civil Engineer to support site development, preconstruction planning, design coordination, and permitting activities. This role will work closely with project management and preconstruction teams to evaluate potential development sites, review civil and architectural plans, coordinate design consultants, and facilitate regulatory approvals from initial site evaluation through construction.

The ideal candidate will have 1-5 years of experience with a civil engineering firm, architectural firm, construction company, or related design organization. Strong knowledge of civil drawings, site development, local building codes, zoning requirements, and permitting processes is essential.

A Professional Engineer (PE) license is not required for this position.

Key Responsibilities

• Review civil drawings, site plans, land surveys, drainage plans, utility plans, and construction documents before bidding and construction.
• Identify design discrepancies, missing information, constructability concerns, and potential cost-saving opportunities.
• Coordinate with civil engineers, architects, surveyors, geotechnical engineers, landscape architects, and other design consultants.
• Evaluate potential development sites for zoning restrictions, setbacks, easements, servitudes, utilities, drainage, access, parking, and landscaping requirements.
• Research applicable municipal, parish, county, and state regulations affecting site development and construction.
• Coordinate with planning and zoning departments, permitting offices, code enforcement officials, utility providers, fire departments, and public works agencies.
• Assist in managing projects through design development, plan review, permitting, and regulatory approval.
• Communicate design review comments and coordinate revisions between internal teams and external consultants.
• Support preconstruction activities by reviewing site development scopes, preparing budget inputs, and assisting with bid documentation.
• Track permit applications, design comments, plan revisions, approval requirements, and outstanding action items.
• Participate in project meetings and conduct periodic site visits to verify site conditions and address project-related issues.
• Identify potential site development and design challenges early to minimize construction delays, additional costs, and approval issues.
• Maintain organized project documentation and provide regular updates on design coordination and permitting progress.

Required Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, or a related field.
• Approximately 1-5 years of relevant experience in civil engineering, site development, construction, architectural design, or permitting.
• Experience reading and interpreting civil engineering drawings, architectural plans, site plans, and construction documents.
• Understanding of site development processes, zoning regulations, permitting requirements, and local development codes.
• Strong communication skills for coordinating with engineers, architects, contractors, project owners, and government agencies.
• Excellent organizational, analytical, and problem-solving abilities.
• Ability to manage multiple projects, deadlines, design comments, and approval processes simultaneously.
• Strong attention to detail and the ability to identify design conflicts and constructability concerns.

Note:

Relevant professional experience in civil design, permitting, development, or construction may be considered in lieu of a four-year degree. A PE license is not required.

Preferred Qualifications

• Bachelor's degree in Civil Engineering from an accredited institution.
• Experience working with municipalities, planning and zoning departments, permitting offices, and utility providers.
• Familiarity with drainage design, grading plans, utility layouts, site access, parking requirements, and land development regulations.
• General understanding of construction methods, sequencing, and field operations.
• Experience supporting preconstruction, estimating, design coordination, or construction project management.

Work Environment

This is a full-time, primarily office-based position in Prairieville, Louisiana. Occasional travel to construction sites, municipal offices, project meetings, and other locations may be required.

The role involves extended periods of computer work, along with occasional walking on uneven terrain and exposure to typical construction-site conditions, including heat, cold, dust, noise, and operating equipment. Occasional lifting of up to 50 pounds may be required.
