Performance Manager- Operations Analysis

Job Title: Performance Manager – Operations Analysis Department: Continuous Improvement Primary Location: New York, NY Salary Range: $89,407 – $102,000 Regulated/Safety Sensitive: Non‑DOT Regulated/Not Safety Sensitive Union Affiliation: Non‑agreement Telework Eligible Job Summary This position is to manage Operations Department analytical processes and systems along with new performance data collection and analysis initiatives for the Operations Department. Duties and Responsibilities Participate in efforts required to develop impacts of changes to current standard operations and new initiatives impacting the Operations Department. Includes aggregation of information, review of information with impacted departments, structure and execution process assessment, and preparation of presentation documents for review by senior management. Establish and maintain key performance indicators for Metro‑North (both historical and projected). Benchmark operations department processes against other peer commuter railroads. Prepare periodic presentations covering analytic review and graphs for senior management, MTA staff, MTA Board Members and CDOT staff. Monitor, report, and actively improve the operational performance of the organization, such as OTP, service delivery, and fleet readiness to the Senior Vice President and other senior leaders. Assist in the development and validation of systems used to support initiatives; develop reports to track actual results vs goals. Develop a cooperative, working relationship with other Operations Department team members to foster the exchange of assistance, if required, to finish assignments on a timely basis. Provide hands‑on support in process improvement management, data analysis, and project tracking. Perform other duties as assigned. Comply with all policies and standards. May be required to work hours outside regular work hours, as applicable. Observe contractors’ work, as applicable. Review invoices and approve them if the work meets contractual standards, as applicable. Address performance issues with contractors when possible, as applicable. Escalate issues to other parties when needed, as applicable. Required: Knowledge, Skills and Abilities Transparent, results‑oriented, and accountable with strong partnership focus. Ability to handle diverse and conflicting responsibilities in a timely manner. Demonstrated ability to effectively influence, facilitate discussions, resolve conflict, and build and manage relationships. Knowledge of conducting successful change management in organizations. Ability to conduct presentations to all levels within the organization. Excellent listening skills and ability to coach others. Inspirational and motivational leader. Work well as part of a team. Excellent written and verbal communication skills. Must be customer focused. Will have the ability to identify and solve problems in a structured and analytical way. Advanced knowledge of analysis and reporting. Demonstrated ability to oversee Operations Department reporting processes. Familiarity with systems and programs including PeopleSoft, ECR SAFER, Cority, and other complex database applications. Self‑motivated and highly organized with strong analytical, time management and problem‑solving skills. Effective verbal and written communication skills. Advanced knowledge of Microsoft Office (Word, Excel, PowerPoint, Access, Power BI). Exceptional interpersonal skills to interact with all levels of the organization. Must be able to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage. Preferred Qualifications Master’s degree in a related field. Four (4) additional years of experience considered in lieu of a degree. Minimum three (3) years of increasingly responsible experience in data analysis, preferably in a transportation environment.
