Senior Administrative Analyst/Administrative Analyst Trainee 1/2 (NY HELPS)

Job Duties Under the direction of the Associate Administrative Analyst, the incumbent will be responsible for the day‑to‑day oversight and required regulatory operations. Oversees courier service compliance requirements, tracking and reporting non‑compliance. Tracks and reviews all courier service reports. Tracks new courier service applications while reviewing and tracking license renewal documentation. Prepares processes and procedures for tracking lottery budgets, accounting, invoices and sales agent collections. Ensures budget reports are properly coded and current at times. Presents budget and spending reports. Ensures sales agent processes are properly documented and tracked, maintaining all related information. Works with the Attorney General’s Collections office as needed to provide required information. Reviews invoice authorization coding for accuracy. Ensures accuracy of weekly remittance documentation. Qualifications Permanent Qualification : Candidates must currently be a permanent Senior Administrative Analyst; or Eligible List Appointment : For appointment to a two‑year traineeship leading to a Senior Administrative Analyst, SG‑18: Reachable for appointment from one of the following eligible lists: the Gaming Commission Public Administration Traineeship Transition Program (PATT) or current Professional Career Opportunities (PCO) or Transfer Qualification : Candidates must be a current New York State employee eligible for transfer via Section 70.1, 52.6, or 70.4 of the Civil Service Law. Minimum Qualifications Senior Administrative Analyst Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy; or An associate degree and four years of above experience; or A bachelor’s degree and two years of above experience; or A master’s degree in a related field one year of above experience; or A doctorate degree in a related field. Administrative Analyst Trainee 2 Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy; or An associate degree and three years of above experience; or A bachelor’s degree and one year of above experience; or A master’s degree in a related field. Administrative Analyst Trainee 1 Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy; or An associate degree and two years of above experience; or A bachelor’s degree. Proof of Degree PROOF OF DEGREE IS REQUIRED WITH YOUR APPLICATION: PLEASE INCLUDE YOUR UNOFFICIAL TRANSCRIPTS, DIPLOMA, OR EDUCATION EVALUATION SHOWING YOUR DEGREE WAS AWARDED. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at . You must pay the required evaluation fee. It is essential that candidates clearly and concisely indicate how they meet the minimum qualifications in the cover letter or resume. Failure to show how you meet the minimum qualifications may result in disqualification and removal from consideration. The NY HELPS title is part of the New York Hiring for Emergency Limited Placement Statewide Program. For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, employees hired under NY HELPS are expected to have their non‑competitive employment status converted to competitive status without competing in an examination. Employees will then be afforded the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Individuals certified eligible for the 55‑b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55‑b/c of the Civil Service Law are encouraged to apply. To be considered, 55‑b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed above.
