SALARY:$48,087.00

SECTION I-JOB DESCRIPTION

SUMMARY :

Under the supervision of the Clinical Director or designee. Assists in the planning, development, modification, and implementation of Clinical Services Program policies and procedures. Assists to implement and evaluate program activities and initiatives, with a focus on healthcare access and ensuring health equity. Assists in collecting data, preparing reports and presentations. Works in conjunction with all clinical staff to coordinate, troubleshoot and assist in compliance with contractual and departmental policies, procedures, and protocols. Works in coordination with community partners, including healthcare facilities and external agencies to help develop plans, memorandums of understanding (MOUs) and/or agreements for supporting or increasing client services.

ESSENTIAL FUNCTIONS:

  1. Employee will accurately document all time worked.
  2. Assists in planning, developing, and strengthening policies and procedures for implementing and evaluating program goals, objectives and progress.
  3. Collects, and organizes clinic patient and services data required to assist in the evaluation of program processes, supplemental services and increasing caseload at public health clinics.
  4. Reviews and assists in helping to meet grant and contractual required activities and processes for Family Planning, Prenatal, STD Screening and Prevention, CSHCN CM Program, and Immunization Services.
  5. Works with Advanced Nurse Practitioner, Clinic Coordinators, Supervisors, and Immunization Coordinator in matters concerning the coordination of plans, activities, and services provided by Clinical Services Program.
  6. Assists in updating, strengthening or developing Clinical Program work plans, quarterly reports, quality assurance and monitoring procedures, and guidelines related to the Cameron County Public Health, DSHS, Title X, and HHS compliance.
  7. Provides feedback to the Clinical Director and Assistant Clinical Director on the work in analyzing and seeking solutions to work problems or barriers identified during the quality assurance and monitoring process.
  8. Coordinates and plans program meetings for Clinical Director and Assistant Clinical Director, and/or other designated staff, as needed.
  9. Assists Clinical Director with gathering information and maintaining, updating or developing MOUs, RFP, RFQs, Agreements, Resolutions and/or Cameron County Commissioners Court Agendas.
  10. Establishes and maintains effective working relationships and rapport with clinic coordinators, co-workers, and peers within the program, other departments, and the community.
  11. Conducts and/or creates surveys to monitor and assess quality and delivery of patient care services and effectiveness of community outreach activities and/or or program campaigns.
  12. Organizes and maintains a system when conducting and/or assisting in the coordination of special projects.
  13. Utilizes sound judgment and maintains strict confidentiality.
  14. Performs job duties by establishing strong communication, presentation, and organizational skills.
  15. Performs efficient and routine work under minimal supervision and takes initiative to complete required activities and delegated duties.
  16. Other duties as assigned.

SECTION II-JOB REQUIREMENTS

EDUCATION AND EXPERIENCE:

Bachelor's degree from an accredited college or university in public health, health promotion, public administration, or closely related field - OR - Licensed Vocational Nurse (LVN) with two (2) years' experience in health promotion, public administration or closely related field. Experience in a health-related setting preferred. Related work experience may be substituted for education. Every two years of experience directly related to the duties of the job can substitute for every one year of required education.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of planning and programming methodologies. Knowledge, understanding and ability to perform all aspects of the job as it relates to healthcare and public health. Ability to work in partnership with others as well as work independently. Self-motivated with the ability to work under minimal supervision. Ability to communicate effectively (oral, written and Spanish speaking ability). Ability to train and supervise others. Knowledge of computer programs software and database (MSWord, Excel, PowerPoint, internet). Ability to follow oral and written instructions. Ability to work with public. Ability to work with confidential client information.

SPECIAL REQUIREMENTS:

Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency, extended hours and non-traditional work schedules (i.e., Saturdays and Sundays). Criminal background check is required for employment or continued employment.

PHYSICAL DEMANDS:

Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment.

SECTION III-JOB DIMENSIONS

CONTACTS:

EXTERNAL CONTACTS:

Frequent contact with other health, social and educational care agencies, outside organizations. Occasional contact with clinic staff and business clientele. Communication is via telephone, written communication and face-to-face.

INTERNAL CONTACTS :

Utilizes tact when dealing with County employees, health, social and educational care providers, and clientele regarding grant related issues. Constant contact with Program Directors. Communicating is primarily face-to-face, via telephone and through written communication.

RESPONSIBILITY:

Comply with Cameron County and Department of State Health Services rules/regulations and display a positive public image. As a Cameron County employee, the identity of every client shall be kept confidential except to the extent necessary to carry out the purpose of an investigation, hearing, or judicial proceeding.

DIFFICULTY:

Judgment is required to ensure completion of job activities as assigned. Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals.

GUIDANCE:

As assigned by the Health Administrator or designee. It is the responsibility of the employee to know and maintain contact with the Health Administrator or designee.

WORKING CONDITION:

Working conditions are primarily in an office environment.

This is not a Civil Service covered position.
