Disability Program Specialist IV

Job Posting Title: Disability Program Specialist IV Agency 326 — Office of Disability Concerns Overview The basic purpose of this position is to carry out policies and programs related to functional disabilities to support clients and the public. Responsibilities Typical functions include: Plan, develop, implement and coordinate various programs related to functional disabilities, including information and referral, needs assessment, employment development, or technical assistance on a statewide basis. Research disability issues, resources and services. Prepare, procure and disseminate disability issues and resource information to persons with disabilities, families, agencies, businesses, government officials and the public. Perform case management and other tasks associated with the client assistance program; receive incoming requests for client assistance, identify problems and provide counseling, information referral and program services to eligible individuals. Provide technical assistance to disabled persons, state agencies and political subdivisions in areas of evaluation, policies, transitional plans, architectural barriers, and cost‑effective structural changes concerning compliance with federal, state and local laws and regulations affecting persons with disabilities. Assist clients with civil complaints, public hearings or other actions; pursue or assist clients in pursuing remedies through mediation, negotiation or legal proceedings. Develop and conduct ongoing needs assessment studies to determine the needs of persons with disabilities. Conduct special studies to identify employment related issues; analyze data and prepare reports and recommendations. Collect and maintain information on employment resources; provide information, referral and counseling assistance to disabled job seekers; assist state agencies and the private sector in developing policies and programs. Coordinate, develop and provide staff for displays, exhibitions, and awareness events throughout the state; research, edit and coordinate production of agency newsletters and other information materials. Organize and conduct training workshops for individuals with disabilities, professionals and others; coordinate and conduct presentations and meetings pertaining to the rehabilitation process. Level Descriptor This level is a leadership position. Employees are assigned responsibilities for providing supervision to others in planning, implementing and coordinating programs and services for persons with disabilities. The position includes providing guidance, training and assistance, reviewing results, performing administrative tasks and supervising the work of others. Education and Experience Education: A bachelor’s degree and four years of experience involving programs for the disabled, employment development, guidance and counseling, civil rights administration or employee relations. Required experience includes two years in a program for the disabled or an equivalent combination of education and experience, with one year of qualifying experience substituting for each year of required education. Knowledge, Skills, Abilities and Competencies Required knowledge includes federal, state and municipal laws and regulations affecting programs for persons with disabilities; available community resources; employment problems related to various types of disabilities; complaint procedures; interviewing techniques; research and investigative techniques; report writing; grievance and legal processes; and supervisory principles and practices. Abilities include reading and comprehending statutes and guidelines, analyzing situations, making decisions, communicating effectively orally and in writing, establishing and maintaining effective working relationships, developing and implementing programs, providing technical assistance, conducting inspections and investigations, providing casework management, and supervising others. Required technical skills include familiarity with Adobe Experience Manager and Microsoft Office (Word, Excel, PowerPoint).
