Preconstruction Manager - Water & Wastewater

Job Responsibilities In this role, you will be responsible for all preconstruction activities on large volume water projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies. Lead the development of detailed construction cost estimates from conceptual design through final design, ensuring accuracy and completeness at every stage Manage and mentor estimating personnel, providing direction, oversight, and professional development Participate in design review meetings and help guide the design team throughout the preconstruction phase Evaluate design options and recommend optimal solutions based on cost, constructability, engineering quality, and material availability Monitor project scope, cost, and constructability during design development to align with project goals and budget Lead pricing strategy efforts in partnership with the proposal leader, ensuring alignment on approach, expectations, and deliverables Develop bid packages, manage subcontractor and vendor participation, and evaluate market pricing to ensure competitiveness Build and maintain strong relationships with subcontractors and vendors Review proposal milestone schedules with the pricing team, track progress, and ensure timely completion of estimates Communicate estimate status, risks, and updates clearly to the proposal leader and key stakeholders Support the development of construction schedules and overall project planning Contribute to responses for Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) Participate in client presentations, proposal interviews, and ongoing client engagement as needed Train and develop preconstruction personnel while fostering a high-performing team environment Maintain historical pricing data to inform future estimates and strategic decisions Provide support to other departments and project teams as needed Travel as needed Education & Years of Experience Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent plus 5 years of experience; or 8 years of relevant experience To thrive in this role, you’ll need Water & Wastewater Construction experience Experience in estimating, scheduling, budget/cost control, field supervision, financial reporting, client relationship, computer skills, interpersonal skills Excellent written and verbal communication skills Strong organizational and leadership skills Demonstrated success in managing construction projects/phases Ability to train others and monitor their work for quality and completeness Demonstrated success in managing support staff Knowledge of industry-standard bid practice, with design-build & CMAR delivery methods At Haskell, we offer a comprehensive benefits package, including health insurance, retirement plans, professional development opportunities, and more. Responsabilités du poste : Diriger la préparation d’estimations conceptuelles, schématiques et détaillées pour les projets d’eau et d’eaux usées Superviser les quantifications et analyses de coûts à partir de plans, modèles et documents techniques Gérer les stratégies d’appels d’offres, les communications avec les sous‑traitants et l’évaluation des propositions Analyser les composantes de conception de procédés, mécaniques, civiles et électriques pour en vérifier l’exactitude et la constructibilité Fournir des recommandations de value engineering, des alternatives de réduction des coûts et des commentaires sur la constructibilité Examiner les documents de conception pour en assurer la conformité à la portée du projet, aux exigences réglementaires et aux attentes du client Développer et maintenir des bases historiques de coûts et des outils de référence Préparer des rapports détaillés de préconstruction, budgets, évaluations des risques et présentations Coordonner avec les partenaires en ingénierie, opérations, estimation et gestion de projets Soutenir la planification préliminaire, l’échéancier et la logistique des installations d’eau et d’eaux usées Participer aux réunions clients et représenter l’équipe de préconstruction de manière professionnelle Offrir du mentorat au personnel junior Toute autre tâche connexe Baccalauréat en gestion de la construction, génie civil, génie de l’environnement ou domaine connexe (souhaité) Plus de 5 ans d’expérience en estimation, préconstruction ou ingénierie de projets dans le secteur eau/eaux usées (souhaité) Expérience en interprétation de conceptions de procédés, P&ID, plans civils et devis techniques (exigée) Solide compréhension des procédés de traitement de l’eau/eaux usées, des équipements et des méthodes de construction Maîtrise des logiciels d’estimation, outils de quantification et Microsoft Excel Excellentes compétences analytiques, communication et organisation Capacité à gérer plusieurs échéanciers dans un environnement dynamique Souci du détail et engagement envers la précision Permis d’ingénieur (PE) est un atout Facteurs environnementaux et/ou exigences physiques : Le travail est principalement en bureau avec des visites occasionnelles à des usines de traitement ou chantiers.
