Lead Project Cost Estimator – LosAngeles, CA We are looking for a Lead Project Cost Estimator to oversee educational construction projects for the LosAngeles Unified School District. The role involves managing a team of estimators and ensuring accurate cost estimates and budgets that align with the owner’s requirements. Key Responsibilities Lead and supervise a team of estimators, assigning daily tasks. Prepare and review construction cost estimates from drawings, outlines, and specifications. Prepare and review cost estimates and related materials for state and federal grant and loan submissions. Verify accuracy and completeness of construction cost estimates submitted by architects and engineers, and reconcile differences with district estimates. Collaborate with architects and engineers to resolve estimate discrepancies and negotiate preliminary cost agreements. Conduct studies and prepare reports when contractor bids vary significantly from agreed estimates. Review segregated contract costs and recommend acceptance or rejection as a basis for progress payments. Analyze change orders on construction work and approve or reject extras or credits. Establish and maintain procedures for approval of plans and specifications and submission of projects to public bidding. Develop data for cost comparisons and maintain records, charts, and graphs of estimated versus actual costs. Conduct seminars and workshops with staff and minority contractors on school construction bidding procedures, contracts, and cost estimating. Estimate damages to district property from fire, natural disaster, or vandalism. Set budgets for school building projects. Assist other branches with related functions. Prepare preliminary and final independent cost estimates for comparison with design or contractor estimates for PM/CM negotiations. Prepare change order estimates for owner‑authorized representatives to establish negotiating positions. Provide support in price negotiations and claim analysis. Review contractor claims and proposals for merit and accountability. Perform related duties as assigned. Required Knowledge, Skills & Experience Excellent oral and written communication skills. Extensive experience in developing conceptual and pre‑construction cost estimates for complex school building projects. Ability to prepare estimates quickly in a fast‑paced environment. Knowledge of current local construction labor and material costs. Strong experience estimating scope of work for change orders and identifying discrepancies between independent estimates and contractor proposals. Ability to develop scope of work based on RFI/RFC responses and estimate detailed costs independently of contractor proposals. Bachelor’s degree in Construction Management, Engineering, Architecture, or related field. Minimum 14 years full‑time paid professional experience in complete cost estimation for Type I, II, III, and V building construction (as defined by the state building code). At least 3 years full‑time paid experience supervising estimators. Minimum 5 years of experience at a construction cost consulting firm. Compensation Salary range: $152,800.00–$213,933.36 per year (base salary only).
