Job Summary:

Under the direction of the Labor Relations Manager I, the incumbent will provide guidance to all department managers and supervisors on a variety of labor relations matters, such as, but not limited to: grievances, interpretation of contract agreements, collective bargaining, harmonious relations with labor organizations, dispute resolution, interpretation of law, State Personnel Board rules and department policies, and proposals to implement policies affecting working conditions for the department.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Statement of Qualifications

SOQ FORMAT INSTRUCTIONS:

• The SOQ shall be no more than two pages, single-sided, double-spaced in 12-point Arial font with 1" margins, and correct spelling, grammar, and punctuation.

1. Describe your skills and abilities when communicating with or resolving complex conflicts at all levels of staff, including CalHR, Executive Staff, Managers, Supervisors, and Employee Organizations.
   
2. Describe your experience in dealing with grievances, complaints, and unfair labor practices.
   
3. Describe your experience with contract negotiations and delegated impact bargaining.
   
4. Describe your experience in representing a department on various committees, workgroups, and taskforces meeting with employee organizations to address various labor relations items.
