MoreRNO Construction Delivery Specialist– MoreRNO

The Reno-Tahoe Airport Authority (RTAA) is leading MoreRNO—a multi-year, billion-dollar capital improvement program to modernize and expand Reno-Tahoe International Airport. We are seeking a proactive and detail-oriented MoreRNO Construction Delivery Specialist to join the team and support the delivery of this transformational infrastructure initiative. Under minimal direction of the MoreRNO Program Director and Program Manager, the MoreRNO Construction Delivery Specialist provides owner-side leadership for multiple assigned capital projects within the Reno-Tahoe Airport Authority's MoreRNO Program. The position is accountable for integrating and driving project delivery from the current phase of work through construction, commissioning and operational activation, turnover, and closeout.

The role is distinguished from a traditional Engineering and Construction project manager by responsibility for concurrent and interdependent projects in an active airport environment, with multiple delivery methods (Construction Manager At-Risk (CMAR), Public-Private-Partnership (P3), and traditional Design-Bid-Build (DBB)). It requires the ability to manage cross-project interfaces; multiples scopes, schedules, budgets, contracts, risks, quality, operations, and stakeholder commitments; and direct the work of consultants, construction managers, contractors, vendors, and multidisciplinary teams without direct supervisory authority.

The MoreRNO Construction Delivery Specialist works within the priorities, governance, technical standards, and escalation protocols established by MoreRNO program leadership. The position keeps the Program Manager and Program Director informed of project performance, recommends timely decisions and corrective actions, and elevates matters with broader program, financial, operational, or reputational implications. Complex architectural and RTAA design-standard matters are coordinated with the Senior Project Manager–Architect Lead and appropriate discipline experts. Significant coordination with various RTAA departments is also essential to the success of these projects.

Following completion or substantial completion of the MoreRNO Program, the position is intended to transition to the RTAA Engineering and Construction Department. The position will continue to lead assigned RTAA capital projects and may assume responsibility for earlier project-development phases, including planning, programming, design, procurement, and construction management, under the direction of the Manager of Engineering and Construction.

Salary

$94,915 - $116,748 annually based on experience, with opportunity for annual merit increases up to a maximum of $138,580. This is a salary and overtime exempt position. Initial salary placement will be based upon experience and qualifications.

Key Responsibilities

Integrated Project Delivery and Program Interface - Under guidance and direction from the Program Manager and Program Director

• Lead the coordinated delivery of multiple assigned MoreRNO projects from their current phase through construction, activation, turnover, and closeout.

• Develop and maintain integrated project execution plans defining objectives, scope, deliverables, budgets, schedules, milestones, procurement actions, decision points, responsibilities, interfaces, and reporting requirements.

• Have familiarity and working knowledge of all contract documents, contract requirements, project requirements, and MoreRNO Program and RTAA policies and processes.

• Maintain clear lines of distinction between the different delivery methods (CMAR vs. P3), and RTAA responsibilities; have working familiarity of owner-responsibilities in the ground lease and contract documents, ability to read and decipher contract language, enlisting program leadership and RTAA legal as appropriate.

• Coordinate dependencies among assigned projects and with other MoreRNO projects, RTAA capital work, airport operations, tenant improvements, technology initiatives, utilities, maintenance activities, and third-party commitments.

• Apply established program governance, controls, technical standards, and communication protocols; support program-level planning, phasing, sequencing, risk management, reporting, and implementation as assigned.

• Drive timely decisions, issue resolutions, and corrective action; establish clear accountability and follow through on commitments made by project participants.

• Assist with the development and coordination of the Move-Plan required for new occupancy in the headquarters facility.

• Maintain clear, current, and defensible documentation of project decisions, directives, changes, approvals, and communications in accordance with industry standards and MoreRNO document-control requirements.

• Keep the Program Manager and Program Director apprised of project status, emerging risks, proposed changes, decisions, and matters requiring escalation or broader program coordination.

Project Controls, Budget, and Risk

• Manage established scopes, schedules, budgets, quality expectations, risks, contingencies, and performance baselines for assigned projects in coordination with the program team.

• Analyze and review project and contractor schedules, critical paths, phasing plans, forecasts, cash flows, procurement lead times, operational constraints, and resource requirements; identify variances and required recovery measures.

• Monitor, review, and approve commitments, expenditures, invoices, pay applications, allowances, contingencies, forecasted costs, and contract balances; maintain timely and accurate financial reporting.

• Evaluate proposed changes, amendments, additional services, and change orders for scope, cost, schedule, funding, operational, contractual, and program impacts before making recommendations.

• Identify and manage project-level risks and opportunities; develop practical mitigation, recovery, and contingency actions and elevate risks that exceed project authority or tolerance.

• Prepare concise project updates and reports, executive summaries, decision documents, presentations, and recommendations for MoreRNO leadership, board committees, and the Board of Trustees.

Design, Procurement, Contract, and Construction Management

• Lead owner-side coordination of architects, engineers, specialty consultants, construction managers, contractors, inspectors, and vendors through the remaining design, permitting, construction administration, and execution activities.

• Coordinate technical review and resolution with the Senior Project Manager–Architect Lead, RTAA departments, discipline experts, authorities having jurisdiction, utilities, and other affected parties.

• Review design and construction documents at the project-management level for alignment with approved scope, budget, schedule, operational requirements, constructability, maintainability, phasing, quality, accessibility, security, and RTAA standards.

• Develop or coordinate scopes of work, procurement documents, evaluation criteria, negotiations, agreements, amendments, and task orders in accordance with RTAA policies and applicable public-procurement requirements.

• Administer assigned consultants, contractors, and vendor agreements in coordination with Procurement, Legal, Finance, program controls, and MoreRNO leadership; hold contracted parties accountable for performance and deliverables.

• Oversee construction progress and project records, including requests for information, submittals, substitutions, change proposals, field directives, nonconformance items, testing, and other documentation requiring owner action or awareness.

• Coordinate construction phasing, temporary conditions, outages, shutdowns, access, security, passenger routing, tenant impacts, and other work affecting airport operations.

• Support dispute avoidance and resolution through clear contract administration, contemporaneous documentation, timely communication, and coordinated decision-making.

Operational Integration and Stakeholder Leadership

• Serve as the primary owner-side coordination lead for assigned projects among MoreRNO leadership, RTAA departments, consultants, contractors, regulatory agencies, airlines, tenants, and other stakeholders, as applicable.

• Identify required decision-makers and stakeholders, engage them at the appropriate time, and lead meetings that result in clear decisions, action owners, due dates, and documented follow-through.

• Facilitate resolution of competing project and operational priorities while maintaining alignment with approved program objectives and RTAA organizational needs.

• Communicate project status, risks, constraints, decisions, changes, and upcoming impacts accurately, promptly, and at the appropriate level of detail for each audience.

• Coordinate project activities with airport operations, maintenance, security, police, fire, information technology, finance, marketing, commercial business, airlines, tenants, and other affected groups.

• At the direction of program leadership, prepare and deliver presentations to RTAA leadership, committees, the Board of Trustees, regulatory agencies, airlines, tenants, and community stakeholders.

Compliance, Quality, Safety, Activation, and Closeout

• Coordinate, monitor, and document compliance with applicable laws, codes, permits, funding requirements, contracts, RTAA policies, and relevant regulatory requirements, escalating matters requiring specialized legal, regulatory, or technical review.• Maintain records required for federally funded, grant-funded, or publicly procured work and coordinate compliance activities with the appropriate RTAA and program resources.

• Establish and monitor project-level quality expectations for design completion, construction, testing, commissioning, acceptance, and closeout; require timely correction of deficiencies.

• Promote safe planning and execution and immediately elevate significant safety, operational, regulatory, financial, contractual, or reputational risks through established program protocols.

• Coordinate commissioning, operational readiness, activation, transition, training, turnover, and occupancy activities so that RTAA departments and end users are prepared to assume responsibility for completed facilities and systems.

• Oversee punch lists, deficiency correction, testing, warranties, training, spare parts, operations and maintenance manuals, record documents, final acceptance, financial reconciliation, permit closure, and transfer of project records.

• Document lessons learned and incorporate approved improvements into subsequent MoreRNO and RTAA project delivery practices.

Leadership and Professional Expectations

• Exercise sound independent judgment, initiative, discretion, and urgency while recognizing matters that require program-level direction, technical authority, or executive escalation.

• Lead consultants, contractors, and multidisciplinary teams through influence, clear expectations, accountability, collaboration, and professional conflict resolution.

• Maintain a high standard of responsiveness, written and verbal communication, customer service, organization, and professional conduct with internal and external stakeholders.

• Use applicable project-management, construction-management, scheduling, financial, document-control, and collaboration platforms, including Procore, Bluebeam, and SharePoint.

• The position may be designated as essential personnel and may be required to support airport incident response or project activities outside normal business hours.

• Perform other related duties and assignments as directed by MoreRNO or RTAA management.

Post-MoreRNO Transition

Upon transition to the Engineering and Construction Department, the position's core project-delivery, controls, contract, construction, stakeholder, and closeout responsibilities will continue. Assigned projects may begin at initiation and include capital planning, programming, requirements development, design criteria, basis-of-design documentation, technical studies, procurement strategy, design management, procurement, and construction contract development.

Minimum Qualifications

• Education: Bachelor's degree from an accredited college or University (or equivalent experience) required.

• Experience: At least 5 years of experience in an operating airport environment and alternative project-delivery methods, including Construction Manager At-Risk, Design-Build, Public-Private-Partnership and/or Progressive Design-Build. This experience also includes delivering construction, capital-improvement, multiple concurrent or interdependent projects of significant complexity and/or public-infrastructure related projects. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams), data entry, and project tracking systems.

• Demonstrated responsibility for project scope, schedule, budget, risk, contracts, procurement, consultants, contractors, stakeholders, and project documentation.

• Experience delivering construction or capital projects in an active operational environment with significant phasing, access, safety, security, or continuity-of-operations requirements.

• Experience reading and interpreting design drawings, specifications, schedules, cost estimates, contracts, technical reports, and construction documentation.

• Experience including responsibility for several of the following: project documentation, submittals or RFIs reviews, schedule coordination, cost tracking or forecast reviews, pay applications review and approvals, procurement or bidding experience, contract administration, change management, subcontractor coordination, quality and safety collaboration, and stakeholder coordination.

• Experience delivering aviation/airport, transportation, public infrastructure, institutional, or other complex capital programs and projects.

• Experience with federally funded projects, FAA requirements, grant compliance, public procurement, and public works contracting.

• Experience presenting complex project information and recommendations to executive leadership, governing boards, public agencies, or external stakeholders.

• Experience using Procore, Bluebeam, Microsoft Project/Primavera P6, SharePoint, or similar project-delivery platforms.

Preferred Licenses and Certifications

• Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.

• Professional Engineer (PE), Registered Architect (RA), or other relevant project-management, construction, safety, inspection, building-code, or aviation certification.

Licensing & Certifications

• Valid Nevada Driver's License.

• Must be eligible to obtain and maintain a Security Identification Display Area (SIDA) badge.

• Ability to use project-management, scheduling, financial-management, document-control, and construction-management software effectively.

Physical & Working Conditions

• Work is performed in office and active airport construction environments. The position requires the ability to operate standard office equipment and travel throughout terminal, administrative, airfield, landside, and construction areas. The employee must be able to remain in a stationary position for extended periods and may be required to walk, reach, bend, climb, lift, push, or pull items.

• The position may involve exposure to weather, noise, dust, construction activities, uneven surfaces, vehicle traffic, and active airport operations. Appropriate personal protective equipment must be worn when required. Evening, weekend, overnight, or on-call work may be necessary during critical construction, shutdown, activation, or operational phases.
