Human Resources Manager

Performs complex human resources management work involving administration of human resources programs (recruitment and selection, compensation, classification, employee relations and engagement, and benefit renewal). Serves as Staff liaison to Workforce Board Committees. Provide professional level support to the Deputy Executive Director Performs complex human resources management work. Works under limited supervision, with considerable latitude for the use of imitative and independent judgment. Provides primary staff support to the Workforce Delivery Systems Committee. Tracks and reports on Goals and Strategies of the Workforce Delivery Systems Committee. Leads and/or coordinates internal communication from Workforce Systems to other departments of the Board. Conduct Job Analysis to determine proper state level classification and prepare new or revised job descriptions and job postings. Conduct objective and thorough internal investigation of complaints in partnership with the Board’s Professional Employer Organization (PEO). Prepare reports and results from complaint investigations for Executive Management Review. Coordinate the review of human resources automated system (PEO portal & time and leave system, files, records and reports. Ensure their accuracy for the monitoring and auditing visits. Oversee the administration of employee state annual training and PEO training. Propose solutions to highly complex human resource problems by following procedures or applying policy. Make recommendations for selection of job candidates. Develop, review, revise and implement human resource policies and procedures. Prepare Human Resource correspondence and reports – including confidential correspondence and reports. Review and recommend human resource personnel actions ensuring conformity with organizational, state and federal regulations. (All actions will go through Executive Director, Deputy Director and Professional Employer Organization) Submit Departmental Budget Work in partnership with finance to provide information for the HB1 annual budget. Plan, in coordination with the PEO and Texas Health Resources workshops, meetings and employee training. Answers basic human resources questions and resolves routine issues. Enters, updates, and retrieves data from the human resources portal and/or payroll systems. Files documents and maintains files and records, including electronic files. Posts required state and federal employment notices. Assist in payroll preparation by providing relevant data, like absences, bonuses and leaves to the finance department. Prepare paperwork for HR policies and procedures. Process employees’ requests and provide relevant information. Oversee HR projects, meetings and orientations. Minimum Qualifications: High School Diploma with experience in human resources work and workforce development. Knowledge of federal, state and local laws and regulations governing human resources and workforce development activities. Minimum of four years’ experience with a major workforce development program such as Temporary Assistance to Needy Families (TANF), SNAP Supplemental Nutrition Program or WIOA (Workforce Investment Opportunity Act) Knowledge of employee relations and ability to manage and provide leadership and resolve conflicts, grievances or disagreements in a constructive manner to minimize negative personal impact. Experience with Insperity Human Resources Portal and Background check portal with Clear Star. Education/Experience Four (4) years of experience in the Workforce Development System; or an equivalent combination of education and relevant experience. Two (2) years of human resources experience and experience collaborating with a professional employer organization, preferably in a government, nonprofit, or educational setting; or an equivalent combination of education, training, and experience. Language Ability Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to draft reports, business correspondence, and procedure manuals. Ability to edit and proof documents with a high level of accuracy. Ability to effectively present information and respond to questions from groups of managers, clients, customers, board members, and the public. Math Ability Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Reasoning Ability Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Computer Skills To perform this job successfully, an individual should have knowledge of: MS Office (Word, Excel, PowerPoint, Outlook) SharePoint Windows Excel Experience with Insperity Human Resources portal & Clear Star background check portal Certificates and Licenses None required The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
