In addition, an incumbent plans, coordinates, and supervises Office of the President accounting staff. Nature and ScopeThe incumbent typically reports to a senior administrator in the Office of the President and provides specialized expertise in functional areas of operations, including the associated business processes supported by assigned applications. Responsibilities encompass maintenance, daily operations, mass updates, data and system integrity, security, testing, and cyclical events such as quarterly and annual processes. This role requires evaluative thinking and is performed in accordance with Federal and State standard accounting practices. The incumbent will have full fiscal management responsibility for a department’s financial activities and policies, providing thorough analysis and recommendations to administrators. Additionally, this position is responsible for the development and implementation of strategic initiatives, including the integration of new applications, systems, and programs.Principal AccountabilitiesAn incumbent may perform any combination of the below listed accountabilities:1. Oversees all accounting, auditing, financial reporting, and fiscal recordkeeping functions within the College. Develops, modifies, and implements financial controls while ensuring that all financial transactions comply with federal, state, and agency rules, regulations, policies, and procedures.2. Plans, organizes, directs, and implements financial systems and procedures through a team of fiscal professionals, paraprofessionals, and administrative support staff. Serves as the final approval level for all operating and grant/award budget establishment and accounting transactions in the First State Financials (FSF) system. Conducts monthly FSF reconciliation.3. Provides fiscal management information, reports, and briefings to top agency leadership, fiscal representatives from other State of Delaware agencies, and federal grant agencies. Monitors collegewide ledgers and fiscal activity. Manages periodic reporting requirements for grants/awards, including FFATA (FSRS.gov), grant draws, and FISAP reporting. Supports IPED and GAAP reporting in coordination with the assistant vice president for finance.4. Acts as the fiscal lead for major collegewide grants, performing grants management functions, reviews (including SPOC, FM/OMB, and FSF Module processing), financial aid, cash management, and policy reviews. 5. Develops and provides counsel, guidance, and training to campus staff on fiscal policies and procedures to ensure consistency across the College. Resolves discrepancies, deficiencies, and accounting errors, preventing delays in processing and ensuring work in progress is completed accurately.6. Evaluates, researches, and assists in the modification, revision, and alignment of campus and OOP fiscal operations in coordination with other campuses and the vice president for finance. Serves as the primary point of contact for updating collegewide fiscal guidelines to maintain current and effective procedures. 7. Conducts preliminary analysis and forecasting of fiscal matters for the assistant vice president for finance, providing insights and recommendations for decision-making. 8. Maintains proper storage of documents, contracts, and records necessary for reconciliations, reporting, and audits9. Trains, supervises, and evaluates accounting staff within the Office of the President.10. Establishes departmental policies and coordinates daily activities to ensure efficiency and effectiveness. 11. Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication. Communicates effectively with agency leadership, and a variety of agency staff such as fiscal or program staff, as well as clients, vendors, or others to provide expert advice and technical guidance on budgets, services, policies and procedures and to participate in strategic planning.12. Performs other related duties as required.Knowledge Skills and AbilitiesKnowledge of GAAP, governmental accounting standards, and fiscal best practices, with the ability to ensure accurate, compliant financial operations.Knowledge of applicable Federal and State laws, regulations, and policies; skilled in developing and implementing procedures to ensure full compliance.Knowledge in managing grants, contracts, and special funds, ensuring proper reporting, compliance, and alignment with funding requirements.Skilled in strategic financial planning, budget development, and forecasting using cost and trend analysis to support data-driven decision-making.Skilled in overseeing daily fiscal operations, identifying inefficiencies, and recommending improvements to enhance accuracy, efficiency, and accountability.Ability to lead and support fiscal teams through supervision, training, performance evaluation, and fostering a culture of collaboration and professional growth.Ability to maintain and improve internal control systems; adept at using financial software and automated systems to monitor, report, and analyze data.Ability to effectively communicate and relate to a diverse population in a multicultural environment.Minimum QualificationsBachelor’s degree in a relevant field and four (4) years of accounting experience to include experience in governmental accounting and in the interpretation and application of federal and state laws, rules, and regulations; or other equivalent combination of education and experience.
