Connecticut Valley Hospital (CVH), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is seeking a motivated and mission-driven individual to join our team as a Behavioral Health Program Manager (PCN 80305).   • Work Shift: First shift, 8:00 a.m. - 4:30 p.m.

Connecticut Valley Hospital boasts a rich history first opening its doors over 150 years ago in 1868. As the State's public hospital we provide treatment of mental illness and currently comprised of 18 inpatient units over two campuses (Middletown and Hartford). In our operational framework, recovery is defined as a process of restoring or developing a positive and meaningful sense of identity apart from one's condition and then rebuilding one's life in the fullest sense. Recovery is an individualized patient-centered approach. Achieving and maintaining an optimal state of health and wellness is integrated in our recovery approach. Individuals acquire and practice life skills that will assist them in their recovery process.


The Addiction Services Division is a component of Connecticut Valley Hospital; a State of Connecticut non-profit facility operated by the Department of Mental Health and Addiction Services (DMHAS), which provides 24-hour inpatient services. The Addiction Services Division offers inpatient services located in Middletown and Hartford. Both campuses provide two levels of care: Acute detoxification provides care for individuals who are experiencing acute withdrawal from substances. Intensive treatment is available for those who need structure and education in order to start their recovery process.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

EXAMPLES OF DUTIES
  • Assists in directing staff and operations for special programs;
  • Coordinates, plans and manages program activities;
  • Assists in formulating policy and procedures relating to general administration of a managed service system;
  • Participates in the formulation of agency policy;
  • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
  • Interprets and administers laws pertaining to program;
  • Trains and evaluates staff;
  • Prepares and administers facility and community grant budgets;
  • Maintains contact with individuals, groups and other organizations which might impact on program operations;
  • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
  • Assesses staff needs for delivery of services;
  • Carries out policies and directives of department;
  • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
  • Ensures compliance with internal agency and accrediting bodies' standards;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May assume a leadership role for agency system wide program development and administration activities;
  • Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
  • Considerable knowledge of
    • principles and practices of public administration;
    • principles of mental health treatment and program design;
    • managed care system principles and practices;
    • clinical treatment methodologies and programs for psychiatric clients;
    • community resources;
  • Knowledge of
    • relevant state and federal laws, statutes and regulations;
    • relevant agency policies and procedures;
    • assertive treatment programs;
    • quality assessment and/or improvement techniques and accreditation body standards;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business or health care administration or program development involving responsibility for financial management or budget development or grants management or professional health care or social services experience.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master's degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
  • Experience overseeing clinical and administrative operations in an inpatient substance use or mental health treatment setting, ensuring compliance with regulatory, contractual, and accreditation requirements.
  • Experience supervising clinical staff and supervisors in an inpatient co-occurring disorders program, including implementation of evidence-based treatment practices.
  • Experience developing, monitoring, and improving Key Performance Indicators, including leading performance improvement and corrective action initiatives.
  • Experience applying ASAM criteria in clinical or operational decision-making, supported by completion of ASAM training.
  • Experience implementing or operating within 1115 waiver requirements for Withdrawal Management (WM) or ASAM 3.7/3.7R levels of care.
  • Experience collecting, analyzing, and using treatment-related data (such as AMA rates, utilization, authorizations, and service delivery patterns) to improve program outcomes.
  • Current clinical licensure as an LCSW, LPC, or LADC.
  • Experience working in a unionized environment.
