Anti-Corruption Policy Analyst
The Bureau For International Narcotics
Travel Requirements: This position is not expected to travel.
Position Description
The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
In December 2021, Secretary of State Blinken established the position of Coordinator on Global Anti-Corruption (CGAC) to integrate and elevate anti-corruption efforts at the Department of State. The Coordinator is administratively based in the INL Front Office (INL/FO) and represents anti‑corruption equities across the Department. The Coordinator’s team plays a key role in guiding the Department’s implementation of the first‑ever U.S. Strategy on Countering Corruption; engaging on anti‑corruption priorities with foreign governments, civil society, academia, the private sector, Congress, and the American public; and coordinating anti‑corruption lines of effort both within the Department and externally with the interagency and other stakeholders. The requirements of these responsibilities have increased dramatically due to the Biden‑Harris Administration’s elevation of corruption as a national security priority under National Security Study Memorandum‑1 (NSSM‑1).
The Anti‑Corruption Management Analyst (referred to as Analyst for the remainder of the document) will serve in a several person unit, reporting to the Team Lead or his/her designee. The Analyst will support the design and implementation of anti‑corruption policy, doctrine, and other lines of engagement the Department. The Analyst will support the Coordinator’s participation in internal anti‑corruption policy processes and coordination mechanisms by gathering information, engaging with counterparts from the Department, the Interagency, and wider stakeholders. In addition, the Analyst will support the Coordinator’s external engagements, including assisting in the preparation of remarks and other materials for public engagements. The Analyst will also support efforts to expand Department messaging on anti‑corruption, including through supporting the work of the team in developing new partnerships with civil society and the private sector. The Analyst will also support the team’s efforts to expand anti‑corruption expertise and training within the Department, including assisting in developing new anti‑corruption knowledge products, in coordination with INL’s Office of Knowledge Management and other relevant stakeholders. Finally, the Analyst would support the team’s efforts to expand the Department and INL strategic and over‑the‑horizon analysis of corruption and anti‑corruption countermeasures, to include research and analysis on new legislative initiatives and responses to Congressional requirements.
