SUMMARY: Manages the overall provision of District human resources services, policies, and programs to promote human resource efficiency. Provides comprehensive human resource support and advice to administrators and staff relating to Board of Education policies and procedures, collective bargaining agreements, state and federal regulations and reporting, performance management, disciplinary procedures and employee benefits.
QUALIFICATIONS:
BA from an accredited college or university required.
Minimum four years of advanced secretarial experience including one year of experience in human resource management, employee benefits or payroll. Above-average knowledge of Word, Excel, Outlook required.
School district office experience preferred; familiarity with Skyward, AESOP, Applitrack a plus.

Mathematical Skills:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; ability to compute rate, ratio and percent, and to create and interpret bar graphs.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages; ability to apply concepts of basic algebra.
Reasoning Ability:
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form; ability to deal with problems involving several concrete variables in standardized situations.

ESSENTIAL DUTIES & RESPONSIBILITIES:
- Interacts and consults with administrators on the planning, approval and hiring of applicants; confirms and monitors licensure, endorsements and other credentials, including renewal dates.
- Prepares and posts job announcements on all appropriate websites; reviews and evaluates applications as needed. Maintains Applitrack online application system.
- Drafts, reviews and updates job descriptions.
- Maintains employee personnel records/files, and data in employee database.
- Onboards all new staff members in compliance with board policy, federal, state, and local laws, as well as all requirements set forth by the Illinois State Board of Education (ISBE).
- Prepares and processes all HR documents related to position appointments, promotions, transfers, terminations, suspensions, leaves, and other personnel changes. Coordinates with Payroll.
- Manages and maintains Skyward's Employee Administration and TrueTime for timekeeping of part-time staff. Processes SubTracking entries for time off and substitute tracking for payroll purposes.
- Provides back-up support for payroll.
- Participates in CBA negotiations; recommends procedural changes to comply with CBA provisions.
- Prepares, maintains and distributes all seniority lists, monthly union staffing reports, and annual teacher Sequence of Honorable Dismissal list.
- Maintains Evaluwise and annually reviews staff evaluation plans.
- Responsible for ISBE reporting including uploading personnel, salary, evaluation and absence data.
- Recommends HR best practices -- specifically adherence to CBA provisions, federal and state laws, Board policies and usual and customary procedures.
- Ensures compliance with FMLA, ADA, HIPAA, Workman's Compensation and other personnel related regulations.
- Consults with legal counsel as needed.
- Responds to requests from auditors and assists business office with GASB 45 audit.
- Assists with preparing for the ISC's compliance audit.
- Certifies eligibility of employees for sick, personal and vacation days.
- Manages and maintains all aspects of employee benefits, Acts as contact for our benefit cooperative.
- Reconciles monthly invoices from health, dental and life insurance service providers; Collects premium payments from employees on leave of absence.
- Prepares and uploads Affordable Care Act (1095c) reporting information.
- Responds to and processes Worker's Compensation claims; monitors claim status.
- Maintains records for and files the OSHA 300 report.
- Processes Unemployment Insurance claims: participates in hearings as needed.
- Responds to employment, salary verification and Public Loan Forgiveness requests.
- Schedules and monitors ISBE mandated trainings.
- Participates as alternate board member for EBC, SELF and ISIC.
- Organizes and maintains a corps of substitutes; manages Frontline/AESOP online sub system.
- Coordinates student teacher placement requests with university staff and district administrators.
- Responds to all questionnaires, surveys and correspondence from the ISBE, TRS, IMRF, Center for Medicare/Medicaid, SSA, and other government and educational institutions.
- Supports the Superintendent's office as needed.
- Acts as FOIA Officer and Notary Public.
- Participates in professional development activities, meetings, workshops and conferences to keep abreast of web-based systems and legislative changes.
- Participates on Wellness Committee; assists with implementation of Wellness initiative for staff.
- Performs related duties as required.
