Lead Java Developer

Job Summary:
We are seeking an experienced Senior Java Developer to join the CSMS modernization team. You will design, develop, and maintain mission-critical microservices and applications that support child support case management operations. The role requires strong experience in microservices - building, deploying, and maintaining loosely coupled, independently deployable services. Your work will span web application development, REST API services, batch processing, and system integrations within a cloud-native environment.







Key Responsibilities:

• Design, develop, and maintain microservices using Spring Boot, following domain-driven design and service decomposition best practices
• Build and deploy loosely coupled, independently deployable services with well-defined API contracts
• Develop scalable web applications, RESTful APIs, batch jobs, and integration services for the application platform
• Develop and optimize Spring Batch jobs for high-volume data processing, reporting, and scheduled workflows
• Implement data access layers using Hibernate/JPA against PostgreSQL databases
• Manage inter-service communication patterns including synchronous REST calls and asynchronous messaging
• Collaborate with architects and business analysts to translate requirements into technical solutions
• Participate in code reviews, enforce coding standards, and mentor junior developers
• Troubleshoot application issues and provide timely resolutions across distributed microservices
• Contribute to CI/CD pipeline improvements and deployment automation for microservices
• Write unit and integration tests to ensure code quality and reliability
• Work with cross-functional teams on system integration efforts including third-party and inter-agency data exchanges
• Other duties as assigned.

Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed.




Please note that for Mandatory Qualification 1, all candidates that apply MUST justify and provide examples of their experience leading technical designs sessions, establishing coding standards, conducting rigorous code reviews, and mentoring junior-to-mid-level developers within an Agile/Scrum environment.

Mandatory Qualifications:

• Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Developer
• At least five (5) years of hands-on experience designing, building, and deploying highly scalable, secure, and resilient microservices and RESTful APIs. This must include deep expertise in Java (version 17 or higher), Spring Boot, and Hibernate/JPA, integrated with relational databases such as PostgreSQL.
• At least five (5) years of hands-on experience developing responsive, accessible, and high-performance user interfaces using modern front-end frameworks (such as Angular 14+, React, or Vue.js). This must include proven experience integrating front-end applications with Java/Spring Boot back-end APIs, managing client-side state, implementing secure authentication protocols (such as OAuth2/OIDC), and ensuring cross-browser compatibility and Section 508/ADA accessibility compliance.

Desirable Qualifications:

• 1-3 years of experience with microservices patterns such as saga, CQRS, event sourcing, and API composition
• 6-months-1-years of experience with service mesh technologies
• 1-3 years of experience with containerization (Docker) and orchestration (Kubernetes/ECS) for microservices deployment
• 6-months-1-years of experience with message-driven architecture (SQS, SNS, Kafka) for asynchronous inter-service communication
• 6-months-1-years of experience with API gateway solutions (AWS API Gateway, Spring Cloud Gateway)
• 1-3 years of experience with centralized logging and distributed tracing across microservices (CloudWatch, Splunk, Datadog, Zipkin, OpenTelemetry)
• 6-months-1-years of experience with OAuth2/OpenID Connect for securing microservices
• 6-months-1-years of experience with database-per-service patterns and database migration tools (Flyway, Liquibase etc)
