$123,722 - $197,955 Annually This position is a Pay Band C14 Posting Details DPS houses the New Mexico State Police (NMSP) and provides many services to the entire law enforcement community. DPS is the FBI designated Criminal Justice Information Services (CJIS) Systems Agency (CSA) for the State of New Mexico. As such, DPS is the exclusive entity in New Mexico that provides access to CJIS for all federal, state, local and tribal law enforcement agencies.The DPS Information Technology Division (ITD) provides a portfolio of services to the entire law enforcement community in New Mexico in addition to being the key technology partner of NMSP and the other statewide law enforcement support divisions of DPS. ITD's leadership is committed to helping everyone on our team grow professionally and personally through training, mentorship, and challenging work assignments. DPS has one of the most complex networks in the State of New Mexico. It consists of over 50 physical offices including the DPS headquarters, the NM Law Enforcement Academy, three forensic labs, three 911 communications / dispatch centers, 12 NMSP district offices, and a significant number of permanent and transitory sub-stations in key locations throughout the state including the Governor's Mansion. In addition to these physical locations, the network consists of 650 NMSP patrol units, the NMSP helicopter and several mobile command centers. The network is accessed 24 hours per day, 7 days per week with no tolerance for downtime by DPS civilian staff, NMSP, and all federal, state, local and tribal law enforcement agencies (LEAs) to receive mission-critical CJIS and to access many other systems. DPS ITD provides the time, resources and encouragement for its staff to participate in ongoing training and mentorship. Why does the job exist? The Deputy CIO (Executive Manager, IT) is the Deputy Director of DPS¿s Information Technology Division (ITD.) The four operational bureaus within ITD report directly to the Deputy CIO. These are the Application Development and Support Bureau, the Service Management Bureau, the Network and Server Bureau, and the Project Management Office. The Cybersecurity and Compliance Bureau reports to the CIO. The Deputy CIO serves as the acting CIO when the CIO is not available.
The four bureaus under the Deputy CIO have a total of 49 FTE positions including 4 bureau chiefs, 7 managers / supervisors and 38-line level employees. These numbers have grown significantly over the years and are expected to continue to grow. The growth of ITD is directly attributable to the trust of the DPS Executive Leadership and their understanding of the essential nature of the services offered by ITD to the entire New Mexico law enforcement community. In addition to the growth in employees, DPS has secured over $40 million in special appropriations for IT projects over the past 4 years and is anticipated to request more in upcoming legislative sessions. In close concert with the CIO, the Deputy CIO is responsible for the day-to-day operations of ITD, including the 24/7/365 operations supporting law enforcement statewide. The 7-person ITD Leadership team (CIO, Deputy CIO and 5 bureau chiefs) rotate on-call management duties for nights and weekends. One of the key duties of the Deputy CIO is being the key partner and advisor to the CIO. The Deputy CIO works closely with the DPS CIO on strategic initiatives for the agency. The Deputy CIO is expected to build strong relationships with key stakeholders within and outside DPS. This includes the DPS Executive Team, NMSP Command Staff, Directors and Bureau Chiefs throughout DPS and key partner agencies of DPS.
How does it get done? The Deputy CIO oversees the day-to-day operations of the DPS Information Technology Division (ITD). Deputy CIO works closely with the DPS CIO to oversee a growing staff of dedicated professionals who are dedicated to the mission of DPS. The following are the primary duties of the DPS Deputy CIO: Leadership:
- Provides strategic direction for multiple business and technical areas; sets long range vision and drives high level decision making for IT Operations.
- Creates strategic plans of significant complexity and scope; leads major programmatic change initiatives.
- Ensures technology priorities align with the organization¿s mission, vision, and long term goals.
- Oversees the information systems function for a large organization and helps shape a central strategic plan for infrastructure, computing and IT.
- Represents the agency in high level internal and external engagements, including national or federal work groups.
- Functions as a change agent, reshaping enterprise processes and enabling adoption of new tools and capabilities.
- Monitors technology trends and evaluates emerging technologies for strategic adoption.
- Provides executive level oversight for finance, budget, personnel, and facilities. Operations:
- Evaluates and assesses metrics and IT infrastructure, applications and service management program effectiveness; monitors trends and proactively addresses issues.
- Develops and maintains best practices and standards for process, design, architecture, and IT operations.
- Ensures technology infrastructure meets organizational needs and supports business service delivery.
- In collaboration with the Chief Information Security Officer (CISO) oversees application, computer and network security plans consistent with NIST and other regulatory requirements.
- Develops and maintains business resumption (continuity), disaster recovery, and incident response plans.
- Leads technical design, development, and integration for high level programs and initiatives.
- Analyzes current IT services to identify weaknesses and drive operational improvements.
- Consults on customer service, application and infrastructure projects to ensure alignment with technical architecture. Management:
- Is accountable for and oversees functional areas such as Infrastructure Services, Data Services, Application Services, Project Management, Business Analysis, Security, Compliance, and Budget/Financial Analysis.
- Ensures work is completed within schedule, budget, and design constraints; makes decisions on analysis, design, and testing.
- Reviews vendor recommendations, proposals, and deliverables; manages strategic vendor relationships.
- Develops policies, procedures, and guidelines to ensure compliance with agency, state, and federal requirements.
- Works with senior management to understand business requirements and align technical architecture accordingly.
- Manages the adoption and adaptation of emerging technologies to meet evolving organizational needs.
- Conducts ongoing quality reviews of IT services, identifying weaknesses and opportunities for improvement.
- Exercises senior level responsibility for finance, budget, personnel, and facilities. Team Building:
- Builds a competent and diverse leadership team and workforce.
- Recruits, leads, mentors, and develops senior management staff; provides clear vision and mission alignment.
- Promotes collaboration across teams and agencies to leverage shared IT investments.
- Maintains strong relationships with clients, peers, and partners inside and outside the organization.
- Drives a culture of continuous improvement, innovation, and accountability.

- Demonstrated experience and knowledge of finance, budgeting, and procurement processes, with experience managing large or multiyear budgets. Communication & Interpersonal Skills:
- Excellent written and verbal communication skills, with the ability to convey complex information clearly to both technical and non-technical audiences.
- Strong relationship building skills and the ability to collaborate effectively across teams, departments, and external partners.
Minimum Qualification Bachelor's Degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and eight (8) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. At least four (4) years leading an IT team.
Employment Requirements Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire.
