Job Purpose

Reporting to the Vice President, Tax, the Senior Manager, PW&A Compliance will lead Longroad’s efforts in maintaining compliance with the Prevailing Wage & Apprenticeship (“PWA”) requirements under the Inflation Reduction Act of 2022. This role is critical to protecting the value of Longroad’s tax credit eligibility across its wind, solar, and energy storage portfolio.

The Senior Manager, PW&A Compliance will serve as a key subject-matter resource for PWA compliance and will partner closely with internal teams, external contractors, and consultants to develop, implement, monitor, and continuously improve PWA compliance processes across the project lifecycle—from development and construction through operations. This role will be responsible for identifying and managing PWA-related compliance risks, reviewing EPC and other project agreement language for alignment with PWA requirements, overseeing third-party compliance reviews, and ensuring that applicable reporting, tax return, and documentation requirements are completed accurately and on schedule.

The successful candidate will bring strong business judgment, organizational discipline, and the ability to independently manage complex compliance workstreams, influence cross-functional stakeholders, and translate regulatory requirements into practical business processes.

Responsibilities

PWA Compliance Program & Risk Management

• Lead and oversee Longroad’s PWA compliance program across applicable wind, solar, and energy storage projects.
• Develop, maintain, and continuously improve PWA compliance processes, controls, documentation standards, and related procedures.
• Identify, assess, and monitor PWA-related compliance risks, gaps, and exceptions and coordinate appropriate remediation with internal and external stakeholders.
• Monitor applicable regulatory developments and guidance related to PWA requirements and partner with appropriate stakeholders to assess potential impacts to Longroad projects and compliance processes.
• Serve as a key internal resource on PWA compliance requirements and provide guidance to stakeholders as needed.

Project & Contractor Compliance Oversight

• Partner with Tax, Legal, Development, Construction, Operations/Asset Management, Finance/Accounting, Procurement, and other relevant teams to identify and monitor PWA-related workstreams throughout the project lifecycle.
• Review EPC and other applicable project agreement language to confirm alignment with PWA requirements and Longroad’s compliance expectations.
• Coordinate with contractors and other third parties to establish PWA compliance expectations and ensure required information and documentation are provided accurately and timely.
• Identify potential contractor compliance deficiencies and coordinate with appropriate stakeholders to support corrective actions and remediation.
• Manage external consultants engaged to perform PWA compliance reviews, ensuring accuracy, quality, and timely completion of deliverables.

Reporting, Documentation & Audit Readiness

• Ensure applicable PWA reporting requirements are met for relevant internal and external stakeholders.
• Ensure PWA-related tax return reporting requirements are satisfied accurately and on schedule.
• Establish and maintain organized, complete, and audit-ready PWA documentation in accordance with applicable requirements and Longroad standards.
• Support internal and external reviews, diligence activities, audits, or other inquiries related to PWA compliance, as needed.
• Maintain appropriate documentation of identified compliance issues and associated remediation efforts.

Program & Stakeholder Management

• Develop and independently manage a comprehensive PWA compliance calendar across Longroad’s applicable project portfolio.
• Serve as the primary point of coordination between Longroad and external consulting firms supporting PWA compliance.
• Manage multiple PWA compliance workstreams, priorities, deliverables, and deadlines across projects simultaneously.
• Communicate PWA compliance status, key risks, issues, and required actions to appropriate internal stakeholders and leadership.
• Build effective working relationships across functions and with external partners to drive accountability and timely resolution of compliance matters.

Minimum Qualifications

• Bachelor’s degree in Accounting, Finance, Tax, Business, or a related field, or equivalent relevant experience.
• Minimum of five years of relevant professional experience in tax, audit, compliance, transaction advisory, renewable energy, construction, or a related field.
• Demonstrated experience managing complex compliance programs, regulatory requirements, or cross-functional projects.
• Strong analytical skills with the ability to interpret complex requirements and translate them into practical processes, controls, and business actions.
• Demonstrated ability to independently manage multiple priorities, deadlines, and compliance workstreams.
• Experience managing external consultants, contractors, or third-party service providers.
• Strong written and verbal communication skills with the ability to effectively communicate across functions and levels of an organization.
• Strong attention to detail, organizational skills, business judgment, and accountability

Desired/Preferred Qualifications

• Experience with Prevailing Wage & Apprenticeship requirements under the Inflation Reduction Act.
• Experience supporting renewable energy tax credit compliance or other tax incentive programs.
• Experience reviewing EPC, construction, or other project-related agreements from a compliance perspective.
• Prior experience with a public accounting, advisory, consulting, or similar professional services firm.

Compensation

The expected salary range for this position is $175K - $190K , depending on experience, qualifications, and location. This role may also be eligible for incentive plan participation and other performance-based compensation opportunities.
