About the Role

The EMS Director is responsible for directing and coordinating all functions of the ambulance service department to ensure prompt, high-quality patient care and safe, cost-effective transport services for Scott City and the surrounding area. This role oversees EMS operations, staff safety, and regulatory compliance while promoting the highest standards of patient care and operational excellence. The EMS Director fosters strong interdepartmental relationships, delegates responsibilities effectively to enhance EMS performance, and identifies workplace hazards to implement safety measures that protect employees, patients, and the community.

How You’ll Make an Impact

In this role, you have a direct impact by leading and coordinating EMS operations to ensure safe, timely, and high-quality patient care for Scott City and the surrounding communities. You promote a culture of safety, preparedness, and accountability by supporting staff, improving emergency response services, maintaining compliance standards, and building strong working relationships across departments. Your leadership helps protect the health and safety of patients, employees, and the community every day.

Leadership & Department Administration

  • Direct and oversee daily EMS department operations to achieve organizational and departmental goals.
  • Supervise paid and volunteer EMS staff in accordance with organizational policies and applicable laws, including hiring, training, scheduling, performance management, and conflict resolution.
  • Schedule, supervise, and support EMS staff to ensure efficient and effective service delivery.
  • Promote professional growth and continuing education opportunities for EMS staff.

Patient Care & Clinical Operations

  • Provide stabilization, treatment, and transport of patients within the Kansas scope of practice and established standards of care.
  • Maintain current EMT and/or Paramedic certification as required.
  • Respond to EMS calls within required response times and participate in on-call rotations, including days, evenings, weekends, and transfers as needed.

Compliance & Quality Assurance

  • Ensure compliance with all federal, state, and local regulations and accepted standards for ground medical transport operations.
  • Maintain accurate department records, reports, and documentation.
  • Collect and submit required quality and benchmarking data.

Financial & Operational Management

  • Monitor departmental financial performance and assist with budget management to meet operational goals.
  • Maintain EMS equipment, supplies, and vehicles to ensure operational readiness and safety.

Communication & Coordination

  • Communicate effectively with healthcare teams, physicians, patients, families, and visitors.
Requirements:

Qualifications

  • Current Paramedic certification required.
  • Minimum of 3 years of EMS management experience required.
  • Bachelor's degree preferred.
  • NIMS certification and working knowledge of Incident Command preferred; willingness to obtain if not current.
  • Ability to work collaboratively with Scott County Emergency Management and the Emergency Preparedness & Safety Officer during urgent and evolving situations.

  • Strong problem-solving skills with the ability to address practical issues and adapt to situations with limited standardization.
  • Strong decision-making skills in dynamic, high-pressure environments.
  • Ability to organize, prioritize, and manage multiple responsibilities efficiently.
  • Strong leadership and instructional capacity for staff development and training.

Position Details

Schedule: Salaried, exempt. Regular and reliable attendance is an essential function of this position. Exempt employees are expected to manage their time, workload, and availability in a manner that supports department operations, leadership responsibilities, meetings, deadlines, and organizational needs. This position may require work outside of normal business hours, including early mornings, evenings, weekends, urgent operational needs, or special projects. Exempt employees are expected to follow applicable attendance, leave requests, and PTO reporting procedures. PTO or leave requirements are maintained for administrative, benefit, payroll, compliance, and staffing purposes and do not alter the exempt status of the position.

Physical Requirements: Frequent use of hands and communication abilities, occasional full-body movement, and regular involvement in patient lifting and transfers, including weights up to 100lbs frequently, up to 200 pounds often, and over 250 pounds occasionally. Full visual acuity required. May include intermittent exposure to environmental and workplace hazards such as weather conditions, mechanical hazards, airborne particles, vibration, and confined or elevated spaces, with a typically moderate noise level. Duties may vary based on operational needs. 

Equipment: Must have working knowledge of all equipment pertaining to EMS vehicles and services provided.
