As a Program Manager (Component Acquisition Executive), you will be responsible for the implementation, management, and oversight of USCIS acquisition governance processes.

Duties

Help

  • Serves as the Component Acquisition Executive (CAE) and leads by planning, analyzing, and interceding on a variety of issues, problems, and operational matters affecting the operations, programs, and activities for which OCON is responsible.
  • Provides oversight as the Acquisition Decision Authority (ADA) for all non-major acquisitions ensuring compliance with policies and regulations through the acquisition life cycle.
  • Manages the implementation of policies and processes assigned to OCON program areas across USCIS including Acquisition Program Management and Governance and Acquisition Workforce Development.
  • Responsible for managing and overseeing the USCIS Component Acquisition Review Board (CARB) in accordance with DHS guidance and policies.
  • Represents USCIS in external meetings with the ability to speak as an authority regarding acquisition matters.
  • Directs and manages a multi-billion-dollar acquisition and investment portfolio, including identifying portfolio-level risks, assessing Acquisition Program Baseline (APB) breaches, and directing corrective actions.
  • Manages acquisition strategies, budgets and program milestones.

This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 07/09/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 07/09/2026.

Selective Placement Factor: You must have hold at least one of the following current certifications (or equivalent):

a) Federal Acquisition Certification in Program and Project Management (FAC-P/PM) at Level III, or

b) Federal Acquisition Certification in Contracting (FAC-C) at Level III, or

c) Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Program Management or Contracting.

This experience must be documented in your resume. Failure to do so may result in an ineligible rating.

GS-15 : You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the all of the following duties:
  • At least 3 years of experience managing acquisition programs or portfolios totaling at least $100 million annually, including programs in multiple acquisition phases.
  • Acquisition experience must include managing risks and addressing program performance issues.
  • At least 2 years of supervisory experience managing professional staff, including assigning work, evaluating performance, addressing employee issues, and supporting employee training and development.
  • At least 2 years of experience developing or implementing acquisition policies and processes, assessing the impact of laws or directives on acquisition programs.
  • At least 2 years of experience preparing reports or briefings for senior leadership or oversight organizations.
