Job Summary

This position can be located in either Wilmington DE, Baltimore MD, Washington DC, Philadelphia PA or New York NY. 

The Senior Director, HR Business Partner provides strategic leadership for the HR Business Partners assigned to an enterprise portfolio and serves as a trusted advisor to senior and executive leaders across the portfolio.

The role partners with leadership to align workforce strategies with organizational priorities, strengthen talent and succession pipelines, and enhance overall organizational performance.

The Senior Director ensures effective implementation of enterprise HR programs and initiatives while advancing workforce planning, and leadership capability, and employee engagement to achieve business results.

Essential Functions

• Provides strategic consultation to leaders on organizational design, workforce planning, talent strategies, succession planning, leadership effectiveness, and change management by assessing business requirements, identifying emerging workforce needs, and recommending solutions that support organizational performance and long-term growth.
• Leads and develops the HR Business Partner team supporting the assigned enterprise portfolio, fostering a high-performing consultative function that delivers consistent, strategic HR partnership and business outcomes.
• Collaborates with business leaders and HR Centers of Excellence to implement enterprise-wide HR initiatives, ensuring alignment with organizational priorities while addressing the unique workforce needs of the portfolio.
• Serves as a trusted advisor to senior and executive leaders by providing guidance on organizational decisions, talent-related challenges, and leadership practices that strengthen culture, engagement, and performance.
• Leverages workforce analytics, trends, and business insights to inform decision-making, measure organizational effectiveness, and recommend strategies that enhance workforce performance and capability.

Minimum Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
• Plus 13 years of relevant work experience.

Preferred Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
• Plus 15 years of relevant work experience.

Knowledge, Skills, and Abilities

• Demonstrated ability to establish credible relationships, influence leaders, and provide strategic guidance on complex organizational, leadership and workforce matters through sounds judgement and business insight.
• Strong business acumen with the ability to understand organizational priorities and translate business needs into practical workforce and talent solutions that drive performance.
• Comprehensive knowledge of human resources policies, practices, and programs, including workforce planning, talent management, succession planning, organizational design, leadership development, organizational effectiveness, and performance management.
• Exceptional communication, consultation, and influencing skills, with a proven ability to engage, challenge, and align senior leaders around key priorities
• Demonstrated success leading, developing, and coaching HR Business Partners to deliver high-quality strategic consultation and organizational support.
• Proven ability to build partnerships across business functions and HR Centers of Excellence to execute enterprise initiatives, integrate HR solutions, and advance organizational goals.

The salary/hourly range is $187,500.00 – $242,892.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
