Position Overview The Illinois Department of Natural Resources is seeking to hire a Technical Services Section Supervisor (PSA, Opt. 8E) for The Office of Mines and Minerals. This position supervises technical staff engaged in engineering, hydro-geologic, and wildlife as it relates to coal permit application review and subsequent monitoring of coal mine performance in meeting the regulatory requirements. The position will also serve as the lead technical expert in evaluating subsidence damage minimization and mitigation efforts required in planned subsidence permits; evaluate mine layout and design and pillar stability design; evaluate the accuracy of projected surface and subsurface impacts for planned subsidence modeling; conduct subsidence complaint investigations concerning structure and land damage; train and assign subordinate staff in subsidence control permitting to assist with the workload as necessary; attend public hearings in areas affected by the proposed mine; provide explanation of rules, regulations, and effects of the proposed permitting actions to citizens; and travels in and out of State in performance of duties. Land Reclamation is a Division within the Department of Mines and Minerals and is responsible for the implementation and enforcement of the Surface-Mined Land Conservation and Reclamation Act of 1971 and the Surface Coal Mining Land Conservation and Reclamation Act of 1980. This enables Land Reclamation to function as the state's regulatory authority for the federal Surface Mining Control and Reclamation Act. Essential Functions Directs, coordinates, and reviews all technical activities related to engineering, hydro-geologic, wildlife and mine subsidence control review of permit applications of the Southern Technical Services Section of the Land Reclamation Division. Serves as working supervisor. Oversees all aspects of subsidence control. Functions as the lead contact for the coal industry involving technical issues. Coordinates and provides engineering design of reclamation of bond forfeiture sites. Provides assistance to the federal oversight agency (OSM) for annual review and as needed for all engineering, hydro-geologic, wildlife and mine subsidence issues for the program and assigns staff to achieve this goal. Assists management in drafting rules, policies, Operator and Staff Memorandums etc. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in mining engineering, civil engineering or geological engineering. Requires prior experience equivalent to three years progressively responsible administrative experience in technical evaluations of Surface Mine Land Conservation and Reclamation Act permits. Requires an IL Professional Engineering License. Preferred Qualifications Three (3) years of supervisory experience. Three (3) years of experience with preparation and review of reclamation construction plans. Three (3) years of working experience directly with subsidence control. One (1) year of hands‑on experience with subsidence surface deformation modeling. One (1) year of hands‑on experience with underground mining mine stability analysis. One (1) year of experience with coal mine subsidence regulations. In addition, the office is charged with ensuring the health and safety of the thousands of mine workers through the Mine Safety and Training Division, and through administering the Abandoned Mined Land Reclamation program, provides reclamation ensuring public and environmental safety from abandoned mine sites.
