AIR RESOURCES ENGINEER (MAND)

Job Description and Duties The Oil and Gas Regulatory Engineer will support the Oil and Gas Section in the implementation of the Oil and Gas Methane regulation. Responsibilities include: Supporting ongoing and future amendments to the regulation. Conducting technical reviews of emission control technologies and process modifications to reduce emissions. Developing control measures or regulations and guidance documents. Collaborating with local air districts and CARB's Enforcement Division to enforce the regulation. Providing input on the AB 32 Climate Change Scoping Plan and CARB's carbon‑neutrality effort. Planning and overseeing technical research studies via contracts to develop emission data. Developing databases, emission inventories, and analytics from oil and gas projects. Investigating and evaluating technical feasibility, cost‑effectiveness, environmental and socio‑economic impacts of control strategies. Working with internal and external scientists, engineers, economists, policymakers, industry, environmental organizations, and community groups. Acting in a lead capacity or as part of a team; occasional travel required. Working Conditions This position may be eligible for hybrid in‑office work and in‑state telework. Some in‑person attendance is required. The role is performed in a standard office environment with a high‑rise building, consistent with office work, and requires use of a personal computer, office equipment, and/or telephone. Expertise with data analytics (SQL, Tableau, Python, Power BI or other). Excellent written and verbal communication skills. Familiarity with local, state, and federal climate and air quality programs. Demonstrated engineering and problem‑solving skills; time‑management and computer skills. Ability to explain technical concepts to laypersons and collaborate with community, industry, and government stakeholders. Strong background in air pollution, science, engineering, and public policy. Ability to work independently and in a team; excellent interpersonal skills.
