PROGRAM ADMINISTRATOR - 37010871This is a Program Administrator position in the Watershed Services Program (WSP) of DEP's Division of Environmental Assessment and Restoration (DEAR). Through this position, WSP provides geospatial and water quality data management, support and analyses to DEAR, DEP and the public through two sections: the Geographic Information Systems (GIS) section and the Watershed Information Network (WIN) section. WSP also manages or assists with geospatial and water quality data management or development initiatives for DEAR and DEP.Responsibilities of this position include, but are not limited to the following:Managing DEAR GIS data layers, the Florida Hydrography Dataset and Land Use Land Cover data.Implementing Florida statutory requirements, DEP rule requirements, and U.S. EPA funding requirements for management of environmental non-regulatory data for the state through the WIN and Florida STORET data repositories.Serving as DEAR's Information Technology Liaison and working collaboratively with DEP's Office of Technology and Information Systems staff to plan, direct, and coordinate the implementation and support of DEAR technology initiatives.Ensuring that DEAR data repositories and GIS systems operate effectively to support DEAR's and DEP's programs and priorities and public access to environmental data while also ensuring that information technology-related requirements of DEP are met.Overseeing or assisting with the all aspects of data management and GIS contracts for DEAR and DEP-assigned projects, which entails knowledge and application of contracting and project management requirements and practices.Program budget management.Directly supervising two Environmental Administrator staff and indirectly supervising eleven additional technical staff members.Required Knowledge, Skills, and Abilities:Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciencesKnowledge of management and IT principles and techniquesKnowledge of databases and geographic information systemsAbility to evaluate and interpret scientific or technical dataAbility to establish and maintain effective working relationships with othersAbility to communicate effectively, verbally and in writingAbility to prepare technical reportsAbility to effectively manage an environmental program and supervise staffAbility to determine work priorities, assign work, and ensure proper completion of work assignmentsAbility to provide strategic direction and oversight for information technology initiatives and environmental data management systemsAbility to coordinate programs, projects, and initiatives involving technical, scientific, and information technology resourcesAbility to develop and implement strategic plans, establish priorities, set milestones, and evaluate progress toward program goalsAbility to understand and apply applicable rules, regulations, policies and procedures relating to environmental programsAbility to formulate policies and proceduresKnowledge of budget processes and proceduresAbility to assess budgetary needs and solve budgetary problemsKnowledge of and experience in managing contracts, grants, or projectsMinimum Qualifications:Valid Driver's License. Occasional overnight travel.At least ten years of verifiable related experience in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, statistics, computer science, or management information systems of which at least two years of the total ten years must be experience as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or have completed related managerial/leadership training.Post-secondary degrees in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, statistics, computer science, or management information systems from an accredited college or university may substitute for eight of the total ten years of required experience on a year-for-year basis.Applicants with foreign degrees must submit a credential evaluation from an approved agency.Pay: $6920.00/month
