Summary The Supervisor serves as a Supervisory Clinical Laboratory Scientist for the Pathology and Laboratory Medicine Service (P&LMS) at the Fayetteville VA Medical Center on offshifts, holidays and weekends. Responsibilities Functions: These assignments require specialized training and experience. In addition to the defined KSA's, employees must have advanced knowledge of specialized and complex subject matter extending beyond the duties of test performance. They have wide latitude for exercising independent judgment. 1. The incumbent performs the full range of supervisory duties and is responsible for the overall supervision of the personnel performing CLS and phlebotomy duties on the off-shift in all areas of the laboratory. 2. Takes responsibility for the day-to-day supervision of the section, sets short and long-term goals, prepares work schedules and assigns duties and provides instruction to subordinates to assure efficient and timely performance of all tests and procedures. Is responsible for the granting of leave to subordinates in the assigned T&L group and communicates with other GS-0644-13 Supervisory CLS's and management as necessary to assure adequate lab coverage. Adjusts staffing levels or work procedures. Collaborates with other GS-0644-13 Supervisory CLS's in completing the laboratory scheduling process. 3. Works as a CLS and phlebotomist as needed and accomplishes duties specifically assigned to subordinates to ensure continuity of clinical testing services. Works off-hour shifts, weekends, holidays, and in other sections of the laboratory. 4. Ensures that all employees under his/her supervision are aware of and abide by the appropriate hospital and laboratory safety regulations. Responsible for maintaining the work area in a clean environment appropriate for the section. 5. Assists employees in obtaining continuing education and determining their training needs. Ensures orientation, training, and competency assessment of staff upon initial test performance and annually thereafter. 6. Ensures that all specimens are processed and tested in a timely and efficient manner with minimal error. Reviews test results, determines if additional information is needed for clarification of test results and/or to establish a definitive diagnosis, and consults with physicians on additional tests as necessary. Ensures that significantly abnormal results are brought to a physician's attention through other than normal channels (i.e. critical values). 7. Implements and monitors quality management activities and establishes quality assurance programs designed to measure the care, calibration, standardization, and use of equipment in the section. Controls the collection of data and prepares final reports for the section administrative reports. Knowledgeably exercises judgment in selecting the most reliable procedures to be followed when presented with specimens submitted under varying conditions. 8. Coordinates with GS-0644-13 Supervisory CLS's in the performance of proficiency testing (PT) by assigned staff and assists in documenting corrective action taken on out-of-range survey results. Assists the GS-0644-13 Supervisory CLS's in assigning, collating and submitting data for PT surveys. Also assists in reviewing and critiquing survey responses. Education: A bachelor's degree or higher from an accredited college or university. Certification: Candidates must meet one of the certification options below. Generalist certification as an MLS given by ASCP BOC or AMT. Generalist certification as an MT given by ASCP BOR or AMT. Categorical certification or Specialist certification by ASCP or AMT. Experience: 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments. Knowledge, Skills, and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs: Knowledge of Federal and state laws and regulations and laboratory accrediting agency regulatory requirements sufficient to develop plans and procedures for the laboratory. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or the education and training of laboratory staff. Knowledge of concepts, principles, and methods of clinical laboratory technology and operations. Skill in applying leadership principles such as interpersonal relations and conflict resolution. Ability to perform the full range of supervisory duties, which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions. Ability to plan, organize, set short and/or long-term goals, and conduct studies on technical and administrative problems including personnel shortages, organizational structure, and new technology. Ability to manage fiscal matters, forecast resource and equipment needs, and administer the allocated budget. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Physical Requirements: The work requires regular and recurrent standing, sitting, transporting samples between work areas, stretching, reaching, bending and lifting of reagents/supplies for instruments. Moderate risks of discomfort associated with working in a clinical laboratory with regular and recurrent possible exposure to hazards such as infectious, chemical and/or environmental agents. Safety guidelines on safe equipment operation must be adhered to. There is possibility of constant stress and mental pressure to complete all testing in an accurate and timely manner for quality patient care. Normal color vision is required.
