Job Description Supervise field operations to ensure staff follows City and departmental guidelines. Provide education to the general public on rabies as part of the prevention and education program. Essential Duties & Responsibilities Crew leader-investigator who assists in supervising all animal control operations, personnel, and disease surveillance. Assists with the administration of office, program, and staff. Direct supervision of personnel in the field and operations, maintaining a professional, service‑oriented crew. Conducts training on preventive measures and ensures proper, safe use of equipment. Establishes and maintains effective working relationships with the public, projecting a positive, professional image of the animal control service. Leads the examination of dog licenses for validity and issues citations or summons to owners whose animals are in violation. Surveys houses to ensure that three‑month‑old dogs and cats are vaccinated against rabies. Enforces humane animal control restraints and ensures compliance with local, state, and federal regulations. Monitors and supervises quarantine, impoundment, and enforcement of rabies control ordinances. Monitors dangerous animal cases, ensuring all reports are maintained properly and investigations are conducted correctly. Oversees educational programs on rabies and vector control. Ensures all staff receives appropriate training and equipment. Performs other related duties as required. Competencies Knowledge of current zoonotic disease problems. Knowledge of laws and ordinances pertaining to animal control and humane treatment of animals. Knowledge of animal control equipment. Skills and Abilities Ability to supervise and monitor subordinate personnel. Ability to enforce local, state, and federal laws governing animal control. Ability to give directions and gain compliance from assigned staff. Ability to perform strenuous and routine work. Ability to maintain a valid Texas driver license and a good driving record. Ability to maintain harmonious and effective working relationships with employees and the public. Ability to project a positive, professional image of the City of Laredo. Ability to communicate orally and in writing in English and orally in Spanish. Ability to comply with all City of Laredo’s policies and procedures. Ability to maintain good health and physical condition sufficient for full performance of duties. Work Environment & Physical Demands Frequent exposure to unpleasant environmental conditions or hazards; majority of work performed outdoors. Requirement to exert up to 100 pounds of force occasionally, up to 50 pounds frequently, and up to 20 pounds constantly. Exposure to construction sites, warehouses, confined spaces, indoor and outdoor environments, street environments near traffic, and vehicles. Exposure to extreme cold (below 32°F) and extreme heat (above 100°F), hostile or violent individuals, communicable diseases, fumes or airborne particles, toxic or caustic chemicals, and loud noises (85+ decibels). Travel Never: International travel. Sometimes: Regional and national travel. Often: Local travel. Minimum Qualifications Associate’s degree from an accredited college or university. At least three (3) years of experience in advanced animal care and control, zoonosis, and at least one (1) year of supervising personnel. Required Licenses and Certifications Valid Texas driver license. Out‑of‑state license must be converted to Texas within six months of employment. Animal Control Advance Training Certification from DSHS (Texas Department of State and Health Services) obtained within six months of employment. State of Texas Pesticide License obtained within six months of employment. Continued employment contingent on obtaining required certifications or licenses within the specified period. Additional Requirements Proof of TB test/screening must be presented prior to employment. Drug and Alcohol Testing All candidates must undergo a drug and alcohol test prior to employment. Candidates for safety‑sensitive positions are subject to random drug and alcohol testing.
