Job Overview Promotional Recruitment for Alcohol, Drug, and Mental Health Services, County of Santa Barbara, Human Resources Department. Broadway, 8:00 a.m. to 5:00 p.m. Position Summary Under general direction, the employee will develop and conduct alcohol and other drug abuse prevention and training programs; provide contract administration for and technical assistance to community-based alcohol and other drug abuse service providers; conduct individual pre‑placement screenings, addiction assessments, and treatment referrals to people with alcohol and other drug‑related problems and/or co‑occurring mental illness conditions; and perform other duties as required. Fluency in English and Spanish is highly desirable. This promotional recruitment is to fill one full‑time vacancy in Santa Maria and is limited to regular employees of Alcohol, Drug and Mental Health Services. Examples of Duties Conduct pre‑placement screenings and addiction assessments for people with alcohol and other drug‑related problems and/or co‑occurring mental illness conditions. Conduct trainings for non‑profit and public agencies regarding current practice in alcohol and other drug abuse treatment, including management of substance use by agency clientele, use of individual screening and assessment tools, client engagement and retention strategies, and treatment planning. Review client behaviors or indicators common to client success and premature failure; and recommend strength‑based approaches that facilitate successful treatment outcomes. Refer clients to local treatment agencies and other related resources, follow‑up to ensure treatment engagement, and participate in care coordination reviews. Evaluate the outcomes of client activity in‑ and post‑treatment. Provide back‑up coverage for other staff performing treatment services duties. May be assigned program administration services duties on a temporary basis. Employment Standards Possession of a bachelor’s degree in the health or social sciences or a closely related field and two years of experience in an alcohol or other drug abuse prevention or treatment services setting that included providing related services in at least two of the following areas: prevention, planning, education, intervention, screening, assessment, or administration. Possession of a master’s degree in the health or social sciences or a closely related field and one year of experience in an alcohol or other drug abuse prevention or treatment services setting that included providing related services in at least two of the following areas: prevention, planning, education, intervention, screening, assessment, or administration. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities. Additional Qualifications Certification: Applicants are not required to hold Alcohol and Drug Counselor (AOD) certification at the time of application; however, selectees for Treatment Services appointments must register to obtain AOD certification (pursuant to the California Department of Alcohol and Drug Programs’ Counselor Certification standards) upon appointment and obtain certification within five years as a condition of continued employment. Driver’s License: Positions in this class may require a valid driver’s license or the ability to arrange transportation for field travel. If required, a valid California Class C Driver’s License is required at the time of application and appointment. Knowledge of: survey methods and data collection techniques; teaching methods related to health education and disease prevention; learning styles of individuals and groups from diverse cultural, economic, and ethnic backgrounds; community resources for alcohol and drug abuse prevention, intervention, or treatment; alcohol and drug abuse screening, assessment, or community planning tools and processes; grant writing procedures; and standard English usage and grammar. Ability to: research, compile, analyze, interpret, and disseminate information; develop, conduct, and evaluate educational and training programs; demonstrate sensitivity to cultural differences as they relate to program/service delivery; prepare reports and maintain records; interpret regulations; evaluate compliance with prevention/treatment service provider contracts; establish and maintain working relationships with colleagues, contractors, clients, and community groups; communicate clearly and effectively in a variety of situations including public forums; and work within a collaborative environment. Background Investigation: Finalists for positions in this class will be required to pass a pre‑offer, job‑related background investigation. Selection Process Review applications to determine those candidates who meet the employment standards. Applicants will receive a percentage score of at least 70 and be placed on an employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score and exact duration of the employment list. If a candidate waives employment consideration on three separate occasions during the life of the employment list, the Human Resources Department will remove the name from the list. The Human Resources Department will notify the candidate by mail if the name is removed.
