POSITION SUMMARY: Under the general direction of the Director of Environmental Compliance, plans, organizes and performs a wide range of responsible administrative and analytical support duties; ensures plants and facilities operations and functions comply with applicable permits, laws and regulations; prepares a variety of regulatory reports, contract administration, and recordkeeping; oversees specialized program areas including air quality, water quality, biosolids, and solid waste; researches and demonstrates knowledge of existing and changing regulations from applicable local, state, and federal regulatory agencies; participates in special projects and assigned programs; ensures work quality and adherence to established policies and procedures; and performs related duties as assigned. - Promotes Encina's Mission, Vision, and Values.
- Performs a wide range of environmental and regulatory compliance duties in program areas including, but not limited to, air quality, water quality, biosolids, and solid waste.
- Implements regulatory compliance programs, policies, and procedures designed to ensure Encina's compliance with all applicable federal, state, and local regulations; ensures specific actions are implemented to completion and reported to relevant agencies, including but not limited to San Diego Air Pollution Control District, San Diego Regional Water Quality Control Board, CA Air Resources Board, CA Department of Fish & Wildlife, CalRecycle, City of Carlsbad, and County Department of Environmental Health & Quality.
- Organizes, controls, and where appropriate prepares, or coordinates with consultants all levels of regulatory reports required by applicable laws and regulations.
- Coordinates the permitting process in assigned program area; arranges required testing processes and monitors results; investigates variances and deviations from standards; evaluates compliance issues for action by the Authority; compiles and completes required permit applications; proposes recommendations for permit language and negotiates permit conditions on behalf of the District; ensures all permits required are written and completed in a timely manner.
- Conducts and/or participates in compliance audits; conducts sampling in accordance with mandated standards; evaluates findings and reports on compliance status.
- Acts as a lead on Encina's permit-related recordkeeping; ensures recordkeeping practices align with organizational needs; proactively organize shared files and maintain database; work positively and communicate with affected groups on projects to streamline and improve cloud file organization.
- Analyzes and evaluates proposed environmental legislation and regulation for its impact on District operations; provides recommendations and proposed actions on strategies for complying with proposed environmental legislation, and revises ordinances and resolutions as necessary.
- Drafts requests for proposals and bid specifications for consultants to perform various environmental projects; serves as liaison to consultants for designated projects; tracks consultant financial reports; and oversees, evaluates, and recommends approval of final consultant work products.
- Receives and responds to communications from other agencies and the general public on program issues or complaints; responds and/or coordinates responses from appropriate District staff.
- Participates in regional, state, and national water, wastewater, air quality, biosolids, and other professional meetings and conferences to stay abreast of trends and technologies related to Encina's operations.
- Develops materials including writing and editing documents; maintains external communications including updating website and distributing materials. Drafts and/or prepares technical reports, emergency response plans, business correspondence, and contracts; maintains a diverse range of records, databases, and documents on assigned program operations and activities.
- Provides training to staff in District departments on compliance issues as needed.
- Observes and complies with all District and mandated safety rules, regulations, and protocols.
- Performs related duties as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS: Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. EDUCATION AND TRAINING: A bachelor's degree in natural or environmental science, engineering, or a closely related field from an accredited college or university. EXPERIENCE:
- One (1) year of experience performing professional-level duties in support of an environmental compliance program or a Master's degree in natural or environmental science, engineering, or a closely related field from an accredited college or university.
- Experience in a public agency is preferred.
- Possession of a valid California Class C Driver's License and the ability to maintain insurability under Encina's vehicle insurance program or the ability to travel to other locations may be required in some assignments.
