Labor Contracts Manager

SUMMARY

Under the direction of the Director, Labor Relations, Northern California, the Labor Contracts Manager is responsible for the independent administration and interpretation of Master Labor Agreements and related labor contracts. This role serves as a primary resource to AGC members, providing accurate, timely guidance on contract compliance, labor obligations, and agreement provisions with minimal supervision. The Labor Contracts Manager exercises a high level of professional judgment, attention to detail, and subject-matter expertise to draft and interpret contractual language that may significantly impact member operations and financial outcomes. The position proactively identifies labor issues, responds to complex member inquiries, maintains official labor and membership records, and prepares labor relations publications, bulletins, and analytical materials.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Serve as an AGC labor relations resource to members by independently administering and interpreting Master Labor Agreements and related labor contracts, responding to complex member inquiries regarding compliance, contractual obligations, and regulatory requirements with a high degree of accuracy and minimal supervision. Provides proactive labor relations guidance and advocacy through the research, drafting, and distribution of labor relations communications, including member bulletins, newsletters, union directories, and analytical reports, ensuring clarity, accuracy, and alignment with contractual language that may significantly impact member operations and financial outcomes. Exercises professional judgment in drafting, reviewing, and revising labor-related language, correspondence, and guidance materials, recognizing the potential contractual, compliance, and financial implications for AGC membership. Serve as a key advisor and strategic support to the AVP and Director during labor negotiations, including conducting research, compiling and analyzing supporting documentation, maintaining official negotiation records, serving as primary scribe, and preparing and distributing executed agreements and related materials. Oversee and manage AGC's craft worker hours data, ensuring accuracy, compliance with applicable agreements, and timely identification and escalation of discrepancies or variances to the Director. Administer, track, and manage Board of Adjustment hearings, providing coordination, documentation, and support to ensure procedural compliance and accurate recordkeeping. Administer and maintain member Powers of Attorney (POAs), including tracking changes, ensuring documentation accuracy, and serving as the primary liaison to Unions regarding POA updates. Oversee the integrity and ongoing maintenance of AGC's labor relations and membership databases, ensuring timely updates to member records and coordination with Unions regarding changes impacting labor agreements or representation. Manage and maintain the labor relations shared drive and official records systems, ensuring consistent organization, document integrity, and secure retention of labor-related materials. Coordinate and manage scheduling and logistics for labor relations-led meetings, negotiations, and events, including preparation and distribution of materials and calendar invitations, ensuring all participants are adequately supported. Provide high-level administrative and operational support to the Labor Relations department, including expense reporting, travel coordination, agenda development, document preparation, and correspondence management, while maintaining strict standards for accuracy, professionalism, and confidentiality.

This position has no supervisory responsibility.

EDUCATION AND/OR EXPERIENCE

Bachelor's Degree (B.A.) or related field from an accredited college or university is preferred or 5-7 years of progressively responsible experience in labor relations, contract administration, labor compliance; or equivalent combination of education and experience. Prior experience serving as a primary point of contact for members, employers, or stakeholders with minimal supervision preferred.
