Associate General Counsel, Litigation

Job Title: Associate General Counsel, Litigation Location: Atlanta, GA – 200 Piedmont Avenue SE, Atlanta, GA 30334. Shift: Day (United States of America). Compensation: Based on education and experience. Hybrid – 2 to 3 days per week in office with statewide travel for trainings and hearings. Job Summary Provides analysis and recommendations on legal issues within the agency’s scope and acts as liaison or representative between the agency and the Department of Law. Job Responsibilities & Performance Standards Represents the agency in administrative hearings or as a client to the Department of Law Coordinates and implements due process procedures and procedures for appeals Develops, oversees, and implements administrative processes designed to maintain and monitor legal compliance of department processes Implements administrative processes to maintain and monitor the legal compliance of departmental processes and activities Participates in the preparation and coordination of cases prior to and during court trials and administrative hearings Participates in the implementation of settlements, agreements, and/or legal judgments within approved guidelines Identifies and resolves, or assists in resolving, legal problems Provides analysis, answers, or recommendations regarding legal liability and/or risk‑management issues Drafts amendments to existing contracts and standardized letters and notices related to administrative legal procedures Provides legal services such as writing articles and drafting new or amended legislation or regulations Prepares grant and contract proposals, and administers contracts with funding agencies Provides research and analysis of legal, policy, and environmental issues Acts as a resource to answer questions and evaluates the status of reimbursements or recoupments Reviews investigative reports and identifies areas that require further investigation Other duties as assigned Qualifications Experience in healthcare compliance, privacy and security program management; or equivalent combination of education and experience that provides the knowledge, skills, and abilities to perform the duties described in this job announcement Demonstrated knowledge of compliance, privacy and security requirements at the federal, state, and local levels Demonstrated skill investigating, evaluating facts and circumstances of an incident, and developing a course of action necessary to resolve issues Demonstrated ability to maintain confidentiality of all sensitive materials and information; promote ethical conduct and compliance across the department Demonstrated exceptional customer service and the ability to collaborate with internal and external partners Excellent interpersonal skills Excellent oral and written communication skills including presentation and facilitation Experience utilizing and analyzing data to generate reports for presentations Demonstrated ability to deliver quality work independently Proficiency in Microsoft Office applications Sample Technical Competencies Knowledge of statutes, court decisions, state and federal laws and regulations and departmental policy Ability to perform research and analysis Ability to draft legal instruments, contracts, proposed legislation and legal opinions Ability to analyze, appraise and organize facts and present such materials in clear and logical form for oral and written presentation Ability to determine compliance with rules and regulations Preferred Qualifications Related administrative appeal hearings experience Experience with employment law, health law, developmental disabilities law or behavioral health law Top 1/3 of graduating class; excellent writing and oral communication skills Benefits Benefits information is available at Employment Requirements Drug Screening TB Evaluation Annual Influenza vaccination (exemptions may be granted for documented medical contraindications or religious beliefs) Equal Employment Opportunity DBHDD is an Equal Opportunity Employer.
