OVERVIEW :

Under general guidance and direction of the Public Services Manager, assists the Tax Relief Specialist in implementing the County Tax Relief Programs. Performs specialized and complex clerical work requiring the exercise of independent judgment to ensure program efficiency, accuracy, and compliance.

IMPORTANT NOTE:

This position is currently operating under one time funding through 12/31/2024. Based on the program and needs of the community for tax relief assistance, this position may become a position with ongoing funding future. Please note that continued funding is not guaranteed and will be reviewed at the next budget cycle.

This is a part time position working up to 19 hours per week, with the shifts working in the afternoon/early evening.

YOUR RESPONSIBILITIES :

Administers statutory tax relief programs for those who are: homeowners who are blind, veterans with a disability, low-income, and/or senior citizens.

Advises tax relief program applicants and provides information on available resources. Conducts phone conversations, meetings, and off-site presentations as needed.

Professionally and pleasantly assists the public in understanding, completing, and gathering the required information to submit a tax relief application.

Corresponds with tax relief and exemption applicants. Communicates complex information in an easy to understand way both written and orally. Manages time wisely to track and monitor applications to ensure adherence to deadlines.

Reviews tax relief applications and related forms and documents to assess applicant information and determine eligibility.

Locates and applies appropriate rules, code, and law to circumstances as appropriate. Enters decisions into the tax software system.

Discusses legal or policy questions with Clerk/Auditor supervisors and County Attorney staff, as needed.

Maintains strict confidentiality of applicant information and other protected data; Related documents may include medical reports and expenses, Federal and State income tax returns, year-end financial forms and schedules, investment statements, financial aid, and other financial records.

Monitors processing of tax relief applications. Coordinates application processing workload within the County Clerk/Auditor's Office. Assists in design and review of annual tax relief applications, both paper and web-based versions.

Reviews properties previously qualified for tax relief. Monitors changes in ownership or use. Reports potential fraud. Audits applications for compliance with policies, standards, and statutes.

Develops and implements training for new and existing staff assigned to assist with processing tax relief applications.

Processes late tax relief applications according to current state statutes, administrative rules, and guidelines from the Utah State Tax Commission and county ordinances and policies.

Processes applications for new and continuing property tax exemptions for non-profit organizations according to current state statutes, administrative rules, and guidelines from the Utah State Tax Commission and county ordinances and policies.

Operates office equipment as required. Performs related work as required. Other duties as assigned.

ABOUT YOU :

Education: High school graduate or equivalent.

Experience: Two years of increasingly responsible experience in general clerical, records, or secretarial work.

Knowledge: Considerable knowledge of modern office practices and procedures. Considerable knowledge of grammar, spelling, punctuation, and basic math. Considerable knowledge of the specialized skills required by the position. Knowledge of basic software including Excel, Word, Outlook, and Adobe Acrobat.

Skills: Skill in typing at 40 wpm. Advanced customer communication skills.

Abilities: Ability to quickly and accurately perform complex clerical work requiring a significant exercise of independent judgment and attention to detail; ability to make mathematical computations rapidly and accurately; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, other departments, and the general public.
