Planner

The Planner is a professional position, which is significantly involved with planning and zoning assignments. The position performs a variety of professional level work in current planning and long-range planning that requires knowledge of planning and zoning principles. Incumbents are responsible for evaluating and developing County land use and development regulations; reviewing subdivision plats and zoning amendment proposals; performing studies or research projects; and performing other duties as required.

Pay Range: Based on Qualifications

Classification: Full-time, Classified

FLSA: Non-exempt

Work Hours: 8:00am to 4:30pm with evening meetings

Duties/Responsibilities

Assists in the evaluation, development and implementation of land use plans, policies, procedures and programs pertaining to County development, to include:

  • Assists in complex planning studies and development applications
  • Assists in reviews of complex comprehensive plan amendments, re-zonings, zoning text amendments, annexations, site plans, subdivision plats, re-plats easements, etc
  • Assists with reports and conducts presentations regarding comprehensive plan amendments, township re-zonings, zoning text amendments, annexations, site plans, subdivision plats, re-plats, easements and other County/ Township regulations to the Executive Committee and the Full Commission
  • Facilitates or supports public workshops and events, facilitates small groups and analyzes public input gathered
  • Conducts research and prepares statistical reports on land use, physical, social and economic issues
  • Provides professional planning assistance to member communities on varied land use projects
  • Presents reports, trainings and other findings to staff, planning and zoning boards and commissions, and elected officials
  • Assists in the maintenance of the Greene County Subdivision Regulations
  • Conducts research for applicable grant opportunities and coordinates grant application with applicable County agencies
  • Prepares a professional development plan on an annual basis and to undertake training to further develop key skills (technical, writing, etc.)
  • Assists in the management and coordination with the County GIS supervisor
  • Continually looks for new ways to improve our process, products, and deliverables
Minimum Qualifications

EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in planning, geography, public administration or related field, or combination of training/education and/or experience which evidences a working knowledge of community/urban planning.

EXPERIENCE: Minimum (3) two years of experience in local, regional, or state planning. Master's degree and/or AICP Certification preferred.

TYPICAL KNOWLEDGE:

  • Advanced knowledge of the philosophies, principals, practices & techniques of planning
  • Well-developed knowledge of one or more planning disciplines, such as land use planning/zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development
  • Knowledge and experience in construction processes
  • Knowledge of principles, methodology, practices of research and data collection
  • Knowledge of effective writing techniques
  • Knowledge of computer programs and applications
  • State, Federal, and local laws
  • Greene County Subdivision Regulations and related legislation
  • Landscape practice/ architectural site plan review

REQUIRED SKILLS:

  • Effectively communicating with supervisor regarding time management and prioritization of work
  • Excellent outward-facing communications skills (with clients, public, and internal staff)
  • Excellent organization and task management capabilities
  • Strong writing and editing skills
  • An aptitude for visual/graphic presentation
  • Understanding client service techniques and problem resolution
  • Ability to listen, collect information, and process appropriately
  • Ability to follow detailed instructions
  • Ability to independently produce high-quality work in a distracting work environment
  • Ability to communicate effectively in writing and verbally using proper grammar and solid comprehension of the English language
  • Ability to meet and exceed established deadlines and respond promptly to clients and co-workers

TECHNOLOGY:

  • Proficiency in reading and reviewing engineered site plans and technical drawings
  • Geographic Information Systems, ArcGIS Online and StoryMap in a planning environment
  • Microsoft Office, including Word, Excel, PowerPoint, and Publisher
  • Adobe Creative Suite including, InDesign and Photoshop
