Duties Summary
The Field Examination Branch of the Division of Financial Institutions is seeking to fill a Financial Institution Examiner IV position. The purpose of the Field Examination Branch is to conduct examinations of regulated institutions to assess their financial condition and compliance with applicable laws and regulations. The Branch reviews replies received from institutions in response to examination findings to determine that corrective action has been implemented, and to ensure that issues not requiring further attention are closed. This position supervises the activities of a group of Financial Institution Examiners involved in the conduct of field examinations of financial institutions and other regulated entities. In addition, the position acts as section chief and examiner-in-charge in overseeing the overall conduct of the examination from start to finish, in accordance with available guidelines, established policies and procedures and pertinent laws, rules and regulations.
Minimum Qualification Requirements
Education: Bachelor's degree from an accredited four (4) year college or university with at least 12 semester hours in accounting and/or auditing subjects. Substitution of Experience for Education Requirement: The experience must have been of such scope, level and quality as to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree which included twelve (12) semester credits hours in accounting/auditing subjects. The following types of experience may be substituted for education on a year-for-year basis. A. Excess General Financial Institution Examining Experience. B. Excess Specialized Experience or any other responsible administrative, professional or analytical work experience which did not require the Knowledge and application of generally accepted accounting and/or auditing principles and practices may be substituted for the Education Requirement on a year-for-year basis. General Experience: Two (2) years experience in any one or a combination of (1) Professional accounting or auditing experience; or (2) experience teaching accounting at the college or university level. Specialized Experience: Two (2) years professional experience which demonstrated knowledge of the business operations of a financial institution(s), including the interrelatedness of various financial transactions and their effect on the overall condition of the institution. Financial Institution Examining Experience: Two (2) years professional experience which demonstrated knowledge and application of generally accepted professional accounting and auditing principles, theory and practices for the purpose of examining the business operations of financial institutions or other regulated entities to determine particularly the institution's capital, the quality of its loans and securities portfolios, the existence of practices likely to lead to financial difficulties, and possible violations of applicable laws and regulations.
Substitution of Education for Experience:
A. A bachelor's degree in accounting or a bachelor's degree with accounting and/or auditing course work equivalent to a bachelor's degree in accounting from an accredited college or university may be substituted for six (6) months of General Experience. B. A master's degree in accounting, or a master's degree with accounting and/or auditing coursework equivalent to a master's degree in accounting from an accredited college or university may be substituted for all of the General Experience. C. A Ph.D. degree in accounting, or a Ph.D. degree in accounting and/or auditing coursework equivalent to a Ph.D. degree in accounting from an accredited college or university may be substituted for all of the General Experience. Supervisory Aptitude: Must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision. Knowledge: Financial services theory, practice and law; economics; business administration; accounting; state and federal laws, rules, practices and procedures related to the examination and supervision of regulated institutions and entities; financial analysis; thorough knowledge and understanding of the Division of Financial Institutions organization, or that of a similar state or federal organization, functions, policies, procedures and examination techniques; and principles and practices of supervision. Skills/Abilities: Ability to detect and thoroughly analyze problems; interpret and apply state and federal laws, rules, regulations and examination, administrative policies and procedures; supervise, review, edit and evaluate work subordinates; multi-task; communicate clearly, verbally and in writing; work effectively with personnel (including difficult people), regulated institution and entity officials, state, federal and foreign supervisory authorities, and the general public on all types of problems and issues, including those of a highly controversial nature.
