GENERAL SUMMARY Under the general supervision of the Assistant Director of Public Works, the Fleet Manager oversees and manages the operations of the Fleet Division and Building Maintenance. This includes the repair, replacement, and disposal of vehicles, heavy equipment, construction equipment, and powered tools, and managing the Vehicle & Equipment Replacement Fund (VERF). This position ensures the smooth operation of fleet services by developing and implementing operational policies, providing guidance for fleet and equipment replacements and supervising assigned staff. ESSENTIAL DUTIES & RESPONSIBILITIES Directs activities of department staff; provides leadership, coaching, and performance feedback as necessary. Establishes policies and procedures for the Fleet Division and the fuel station. Develop long‑range and short‑term building and fleet maintenance objectives. Implements, oversees, and manages the fleet management software system and reporting tools. Maintains all fleet records and work orders. Maintains and inventory of all vehicles, equipment, and associated assets. Prepares an annual vehicle replacement list. Tracks vehicle utilization and performance metrics. Recommend fleet rightsizing strategies to eliminate underutilized assets. Evaluates the effectiveness of current fleet services programs and operations; recommends improvements in policies, procedures, and operations, and implements changes as needed. Selects vendors and develops good relationships; negotiates pricing and monitors contract compliance. Provides guidance in the preparation of specifications for vehicles, equipment, and supplies. Schedules vehicle repairs and performs basic preventative maintenance. Assists with the preparation of the assigned division’s budget and monitors and reviews the disposition of funds. Prepares vehicle for auction. Manages warranties that are applicable and can be implemented to minimize repair expenditure. Oversees the fleet vehicle licensing, registration, and inspections. Maintains work area in an orderly and safe manner. Obtains quotes from vendors and ensures projects are completed within the scope of work. Manages and maintains the fuel station, and the purchase of bulk fuel, and ensures state and local compliance and TCEQ reporting requirements. Monitors fuel usage and reports to respective departments on quarterly usage. Identifies opportunities for fuel cost savings and efficiency improvements. Regular and consistent attendance for the assigned work hours is essential. May be required to come in after‑hours or on weekends in an emergency. Performs other duties as assigned. MINIMUM JOB QUALIFICATIONS EDUCATION & EXPERIENCE Bachelor’s degree and minimum two years of experience managing a division or business; or an equivalent combination of education and related experience required. LICENSES & CERTIFICATIONS Valid Texas class C driver’s license with a good driving record PREFERRED Experience in vehicle and heavy equipment management Fleet Certification preferred ABILITIES, KNOWLEDGE, AND SKILLS Abilities in the following: To supervise employees. Knowledge in the following: Knowledge of principles, materials and tools associated with the repair and maintenance of vehicles and equipment. Knowledge of fleet management practices, including fleet maintenance, and vehicle replacement. Knowledge of vehicle and equipment procurement processes, including specification adherence and vendor coordination. Knowledge of fleet management software. Knowledge of budget development practices and procedures. Knowledge of computers and related equipment, hardware, and software. Knowledge of City policies and procedures. Knowledge of fleet maintenance and repair procedures. Knowledge of equipment repair schematics and diagrams. Knowledge of occupational health and safety rules and regulations. Skilled in the following: Skill in the use and care of a variety of hand and power tools necessary to perform work. Skill in effective oral and written communications.
