SUMMARY

The purpose of this position is to perform contractor-level renovations and inspections for vacant units, maximizing revenue and minimizing costs. This position requires advanced trade skills (e.g. flooring, drywall, plumbing and electrical), independent problem-solving, and strict quality control, exceeding general maintenance responsibilities to ensure safe habitable housing through efficient unit turnarounds. The Unit Prep Maintenance Technician may perform preventive maintenance tasks, as needed. Unit Prep Maintenance Technicians may be assigned to the central Maintenance Division or a designated housing site.

EDUCATIONAL REQUIREMENTS

• Must have a high school diploma or a GED equivalency
• Must be able to read and write in English

EXPERIENCE REQUIREMENTS

• Must have five (5) or more years of building or apartment maintenance experience or an equivalent combination of training and experience.
• Must have five (5) or more years of experience with complete unit renovation
• Must be advanced in a trade skill (e.g. flooring, HVAC, drywall, plumbing and electrical)

OTHER REQUIREMENTS

• Must have or be able to acquire a valid state of MI driver’s license.
• Must pass federal, state, and local criminal investigation clearances, and pass a drug screening test administered by the Commission or its designated provider.
• Must be insurable under the agency’s insurance policy

KNOWLEDGE

• Knowledge of Housing & Urban Development Public Housing regulations and policies pertinent to the department

• Knowledge of general building maintenance including carpentry, electrical, and plumbing, which may necessitate the use of both power and hand tools
• Advanced knowledge of the functions, operating methods, and care required of a wide variety of heavy and complex construction equipment used in various jobs
• Advanced knowledge of principles and practices of repair and preventive maintenance of motor vehicles, tools and equipment used in making mechanical repairs
• Advanced knowledge of work order systems, safety practices and procedures; building and grounds maintenance methods and procedures; state and local building codes; departmental policies and procedures

SUPERVISORY RESPONSIBILITIES

REPORTS TO

• Asset Operations Supervisor
• Receives guidance from the Lead Maintenance Technicians as directed by the Asset Operations Supervisor. The Lead Maintenance Technician oversees work quality and ensures work orders and projects are completed by established deadlines. Additionally, the Lead Maintenance Technician will assist in training and development.

ESSENTIAL JOB FUNCTIONS

1. Diagnose and correct routine maintenance needs in apartments, including work order requests.

• Install gas furnaces and heaters in accordance with the manufacturer's specifications.
• Replace circuit breakers, wiring, wall sockets and switches, lights and fans.
• Replace appliances as needed and connect them in accordance with the manufacturer's requirements.
• Repair or replace ceiling tiles
• Prepare surfaces for painting
• Paint interior and exterior walls, ceilings, doors, trim, and other building surfaces
• Repair and replace subfloors and floors, including floor tiles.
• Install or repair plumbing pipes and fixtures, such as toilets, sinks, valves, and controls, and snake plumbing lines.
• Unclog toilets, drains, and garbage disposals
• Perform a wide variety of carpentry work, including, but not limited to:
• Re-hang and adjust doors, and repair or replace doors, door frames, locks, and hardware, including closet doors
• Install and repair cabinets, shelving, countertops, and trim
• Repair or replace drywall, baseboards, molding, and wood paneling
• Repair or replace windows, window frames, and screens

2. Perform general maintenance tasks on buildings and grounds and prepare records documenting the status of work completions.

1. Inspect units periodically to determine maintenance needs and write a maintenance report on the unit, at a minimum once a year.
2. Receive and review written materials such as work orders and vacancy sheets.
3. Inspect hallways and common spaces, eliminate obstacles to free passage and ensure that there is adequate lighting.
4. Perform other routine and preventive maintenance.
5. Repair and replace windows, doors frames, mailboxes, and porches as needed.
6. Replace furnace filters and light bulbs.
7. Write work orders, requisitions, and other forms and reports.
8. Regularly conduct an inventory of equipment, tools, parts and the supply of materials; quarterly.
9. Maintain tools and equipment and ensure they are clean and safe for operations

3. Perform contractor-level renovations and inspections for vacant units.

1. Inspect vacated apartments and complete a preparation/make-ready checklist. Prepare vacant units for occupancy by inspecting unit to determine whether maintenance work is needed
2. Renovate assigned units from start to finish.
3. Request for external contract services for intricate renovation projects.
4. Ensures units meet move-in quality standards
5. Ensures unit renovation is completed efficiently to meet the resident’s scheduled move-in date
6. Conduct final walkthrough using unit turn checklist for each unit completed
7. Complete remedial tasks following the move-in inspection as required
