Director, Emergency Management Recovery

Role Description

The Director of Recovery leads ACDC’s Recovery portfolios, directing the delivery of federal and state-funded disaster recovery and hazard mitigation programs. The Director is responsible for service line operational performance, technical quality, client outcomes, and team leadership across FEMA Public Assistance (PA), Individual Assistance (IA), Hazard Mitigation Grant Program (HMGP), 404/406 Mitigation, CDBG-DR, and other disaster recovery and post-disaster hazard mitigation program and project implementation.

The Director supports service line business development by providing subject matter expertise, capture input, and builds/maintains client relationships to support corporate growth efforts as directed by the VP of Recovery in all aspects of the Recovery portfolio as prescribed by the CEO and ACDC’s Corporate Values Platform.

Qualifications

• Bachelor’s degree in Emergency Management, Public Administration, Public Policy, or a closely related field.
• 7+ years of progressive experience in disaster recovery consulting, FEMA grant management, or state/local recovery program administration.
• 5+ years of leadership experience, including direct supervision of project teams.
• Demonstrated experience leading FEMA Public Assistance engagements at the state, subrecipient, or applicant level.

Supervisory Responsibilities

The Director, Recovery has direct supervisory responsibility for senior portfolio staff (Deputy Directors, Managing Consultants, Senior Consultants, etc.) as outlined in the company organization chart.

Expected Hours of Work

Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.

Travel Requirements

Up to 50% travel is expected for this position. Must be willing to travel and deploy to client sites for extended periods of time.

Physical Demands

• Mobility required on-site with clients.
• Sitting or standing for hours at a time.
• Ability to work at a computer for extended periods of time if needed.
• Ability to manipulate up to 25 lbs. repetitively throughout the day and as needed.

Working Environment

Emergency management personnel may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions.

Preferred Experience and Education

• Master’s degree in Emergency Management, Public Administration, or a closely related field.
• Direct experience with state-level Recovery Operations (e.g., leading State Public Assistance/Individual Assistance/Hazard Mitigation Officer).
• Experience with HMGP, 404/406 Mitigation, and CDBG-DR programs and funding mechanisms.
• Industry certifications such as CEM (IAEM), AEM, FEMA Professional Development Series, or NIMS/ICS 100–800.
• Experience supporting capture and proposal efforts for federal/state recovery contracts.
