Civil Engineer - Stormwater Floodplain

SALARY $76,352.00 - $95,440.00 JOB SUMMARY Under general supervision, this position is responsible for performing and reviewing watershed studies and local flood studies, implementing recommendations from studies, managing stormwater data, implementing and enforcing floodplain regulations, performing project management and contract administration duties, and providing technical assistance related to drainage and floodplain issues. ESSENTIAL JOB FUNCTIONS: Manage and review watershed studies and capital improvement projects from initiation through completion to ensure adherence to project scope, schedule, budget, applicable design criteria, consultant contract requirements, construction specifications, applicable permits, and regulatory requirements. Review, evaluate, and comment on flood studies, reports, construction plans, floodplain development permits, regulatory flood map change applications, and other engineering submittals; provide recommendations and approvals to ensure they comply with all applicable design standards, ordinances, and regulatory requirements. Perform project contract administration duties including ensuring contract compliance, tracking budgets, reviewing and approving payment requests, managing contract modifications, maintaining documentation, monitoring consultant and contractor performance, resolving disputes, and coordinating contract closeout. Perform hydrologic and hydraulic calculations, analysis, and modeling to support drainage and flood studies. Generate, compile, and analyze data related to stormwater project planning, infrastructure, drainage issues, flood monitoring systems, and floodplain management using GIS and other computer programs. Coordinate with internal departments, consultants, contractors, developers, utility providers, regulatory agencies, and other stakeholders to support the successful delivery of studies and projects. Conduct field visits to observe site conditions and monitor construction activities for compliance with approved plans and regulatory requirements, to document conditions, and to provide recommendations for implementing appropriate resolutions. Investigate drainage concerns and flood-related issues; engage with residents, developers, contractors, and staff to evaluate site conditions and provide technical guidance or recommendations. Perform enforcement activities associated with stormwater, floodplain, and environmental regulations by investigating potential violations, coordinating corrective actions, and providing technical support. Prepare and organize documentation including notes, photos, memos, calculations, and reports for program planning, design decisions, construction issues, drainage concerns, and enforcement actions. Prepare technical materials and correspondence, deliver presentations, and facilitate meetings with staff, City officials, and the public. Perform related duties as assigned to support departmental objectives and operational needs. OTHER JOB FUNCTIONS: Assist the Senior Engineer in the technical review and oversight of projects managed by Graduate Engineers. Assist with disaster response efforts, including property assessments for substantial damage determinations, documentation of observations, and preparation of reports related to post-event activities and findings. Compile documentation of floodplain management activities and prepare submittals for the Community Rating System (CRS) program. Manage grant-funded projects to ensure requirements are met, tracking and reporting project progress, and coordinating reimbursement documentation. Provide technical expert testimony and professional representation on behalf of the City before City Council, District Courts, boards, commissions, or other entities as required. MINIMUM QUALIFICATIONS: Required Knowledge, Skills, and Abilities: Knowledge of the principles and practices of civil engineering, hydrology, and hydraulics. Knowledge of standard practices for surveying, drafting, design, and inspection. Knowledge of standard methods, equipment, and materials used in civil construction and maintenance. Knowledge of jurisdictional determinations and regulatory permitting requirements related to wetlands and Waters of the United States. Skill in using PC software, including the Microsoft Office Suite and other applications to analyze data, prepare reports, and manage project documentation. Skill in planning, organizing, and coordinating multiple assignments while maintaining attention to detail. Skill in reading, interpreting, and preparing technical information to prepare clear and concise reports. Skill in the application of hydrology and hydraulics (H&H) standards for analysis of drainage systems and flooding. Skill in the use of Geographic Information System (GIS) applications. Ability to interpret and apply design criteria, ordinances, regulatory requirements, and standard engineering practices for stormwater and floodplain management. Ability to use independent judgment and make sound decisions consistent with established policies and best practices. Ability to apply procurement policies and procedures to execute contracts, administer agreements, and manage contract finances. Ability to work collaboratively with peers and share technical knowledge, training, and resources. Ability to organize and coordinate materials to maintain thorough and accurate project records. Ability to apply hydrology and hydraulics (H&H) principles for the implementation and review of models using related software. Ability to establish and maintain effective working relationships and provide professional customer service. Ability to adapt to evolving program priorities. Ability to receive, comprehend, and convey information through oral and written means in a professional and tactful manner. Ability to convey technical information clearly to diverse audiences. Ability to perform physical tasks including seeing, holding, writing, and operating common office equipment. Ability to work in indoor and outdoor environments. Ability to operate a motor vehicle safely in all conditions. Required Education, Certification, and Experience: Bachelor’s degree in Civil Engineering, Environmental Engineering, or similar specialty from an accredited college or university. TBPELS Professional Engineer (P.E.) license, or the ability to obtain license in Texas within six months of hire. TFMA Certified Floodplain Manager (CFM), or the ability to obtain certification within one year of hire. Possession of a valid Texas Driver's License, Class C PREFERRED QUALIFICATIONS: Preferred Education, Certification, and Experience: Experience in public works engineering, including design, construction, or management of drainage, stormwater, floodplain infrastructure projects. Experience using technical software platforms such as ArcGIS Pro, AutoCAD, HEC-HMS, HEC-RAS, StormCAD, XPSWMM, InfoWorks ICM, or similar programs.
