About the Indiana Office of Technology (IOT):The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation. Role Overview: The Program Manager of the State's Payment Processing Portal will be responsible for the comprehensive oversight, strategic planning, and day-to-day management of the statewide payment processing system as well as the state's data sales program. Reporting directly to the Deputy CDEO - IN.gov and Payment Processing, this role ensures seamless coordination among the state's contracted payment processing vendors, their customer base across state and local agencies, and internal state stakeholders. The manager will be accountable for vendor performance, agency satisfaction, program compliance, statewide data sales and the long-term evolution of the state's payment platform as well as its data sales program. This position requires both operational rigor and strategic vision to guide the program's continued growth, modernization, and security. Salary:The salary for this position traditionally starts at $93,002.00 but may be commensurate with education and work experience. A Day in the Life: The essential functions of this role are as follows: Define software and IT infrastructure requirements for the application software, directs staff. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Direct the development and implementation of information technology budgets, and/or related cost recovery methods. Direct the creation of feasibility studies and time and cost estimates. Plan and direct the acquisition and use of information technology products, services, and resources to meet the agency's mission, goals, and objectives. Develop and promulgate information technology policy and procedures. Manage the establishment of new or revised application systems and programs. Assign personnel to projects and direct activities. Establish the major milestones and objectives for assigned projects and staff. Confer with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods. Consult with personnel and management in other information systems sections to coordinate activities and ascertain technology needs. Prepare activity and progress reports regarding the activities of the applications systems and programming section. Prepares performance reports, leads feedback processes for peer reviews, code reviews, and design reviews. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.What You'll Need for Success: Individuals in this role should minimally be able to articulate or demonstrate the following:Broad knowledge of policies, standards, procedures, and techniques used for application development. Broad knowledge of application development software tools and application development software languages. Broad knowledge of both system and business applications and competent to work at the highest technical level and/or specialized area. Broad knowledge of Information Technology. Broad knowledge of current and emerging information technologies. Broad knowledge of system design, including knowledge of logic, management principles and new system design techniques. Ability to supervise and manage diverse human resources. Ability to perform effective project management. A degree is not required. However, at least 8+ years of experience, including 1-3 years of supervisory experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.Individuals should have the ability to perform essential functions with or without reasonable accommodation.Supervisory Responsibilities/Direct Reports: This role may provide direct supervision for one or more staff members.
