Role Summary

The Business Analyst will work with South Dakota DSS/DMS stakeholders, program subject matter experts, care-management users, providers, technical teams, and QA resources to translate PACT business and functional requirements into detailed, traceable requirements and solution configurations.

Key Responsibilities

Lead requirements elicitation, analysis, documentation, validation, and traceability.

Develop functional requirements, user stories, use cases, process flows, acceptance criteria, and requirements traceability.

Analyze PACT workflows covering member alignment, longitudinal case documentation, care gaps, hospital/discharge notifications, case-manager assignment, care plans, goals, tasks, interventions, referrals, transitions of care, community-resource referrals, alerts, and reporting.

Work with State stakeholders to define workflows for care coordinators, case managers, clinical teams, providers, and other authorized users.

Support requirements for rural, Tribal, low-bandwidth, mobile, community-health-worker, and telehealth workflows.

Define data and integration requirements with Medicaid enterprise systems, providers, Health Information Exchanges (HIEs), Tribal partners, and other State systems.

Support interface/data mapping, migration requirements, reporting requirements, and business rules.

Maintain requirements traceability through design, development/configuration, System Integration Testing (SIT), User Acceptance Testing (UAT), and acceptance.

Support backlog refinement, sprint planning, demonstrations, defect clarification, and change-control activities.

Work closely with the Project Manager, Technical Lead, Data/Interface Engineer, QA team, Trainer, and State SMEs.

Preferred Recruiting Profile

5+ years of Business Analyst experience.

Strong preference for Medicaid, healthcare, case management, care management, MMIS, eligibility, HIE, or public-sector health IT experience.

Experience with Agile/Scrum requirements management.

Experience developing RTMs, user stories, process flows, acceptance criteria, and UAT scenarios.

Familiarity with healthcare data and interoperability; HL7/FHIR experience preferred.

Strong stakeholder communication and documentation skills.
