Job Description and Duties

This position is located at the DMV Headquarters in Sacramento.

The California Department of Motor Vehicles (DMV) is seeking a dynamic and visionary leader to serve as the Manager V of the Data Entry Unit (DEU) within the Registration Services Branch, Operations Division. This exciting leadership opportunity oversees a mission critical operation responsible for processing high volumes of incoming mail, vehicle registration renewals, and driver license renewal transactions that keep California moving. The DEU also manages document imaging, accurate data entry, and the secure processing of daily multimillion dollar electronic deposits totaling more than $100 million each month, supporting essential State programs and contributing to California's economy. Through subordinate managers, the Manager V sets operational priorities, drives innovation and continuous improvement, develops a high performing workforce, manages resources, and ensures exceptional customer service. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated experience planning, organizing, and directing large-scale, high-volume operational programs through subordinate managers in a complex organizational environment.
• Knowledge of principles and practices of leadership, workforce planning, performance management, employee development, and succession planning.
• Experience analyzing operational data, workload trends, and performance metrics to make strategic business decisions.
• Ability to lead complex projects, business process improvements, and technology modernization initiatives involving multiple stakeholders.
• Knowledge of fiscal accountability, internal controls, remittance processing, cash handling principles, and oversight of high-volume financial transactions.
• Experience developing, implementing, and evaluating policies, procedures, quality assurance programs, and operational standards to ensure compliance and consistency.
• Ability to establish collaborative working relationships with executive leadership, financial institutions, vendors, and internal and external business partners.
• Excellent written and verbal communication skills, including the ability to prepare executive-level correspondence, present recommendations, and communicate complex operational issues to diverse audiences.
• Demonstrated ability to identify operational risks, resolve complex problems, manage competing priorities, and make sound decisions in a fast-paced, high-volume environment.
• Knowledge of California State personnel policies, labor agreements, equal employment opportunity principles, and progressive discipline, with experience fostering an inclusive, customer-focused, and results-oriented workplace.
