Position Summary The Clinical Supervisor is a licensed behavioral health professional responsible for supporting the oversight, coordination, and quality of clinical services within the Behavioral health, Substance Use Disorder (SUD) and co-occurring programming. Under the guidance and supervision of the Clinical Director, this role provides supervision for staff pursuing substance use counselor registration and/or certification, as well as Behavioral Sciences Board (BBS) licensure, both individual and group, to SUD counselors and clinical staff in accordance with state, county, and funder requirements. The Clinical Supervisor collaborates closely with the Clinical Director, Clinical Manager, and Compliance Manager, and Clinical Services team to ensure consistent clinical operations, appropriate workflow, high-quality documentation, and adherence to regulatory standards. The position also provides crisis consultation, assessment oversight, and clinical leadership to ensure safe, ethical, and effective service delivery. Duties and Responsibilities Clinical Supervision and Staff Development Provide individual and group clinical supervision for SUD counselors, Clinical Services team members, and interns in accordance with applicable standards, scope of practice, and funder requirements. Review clinical interventions, treatment planning, client engagement strategies, and documentation to ensure quality and compliance. Facilitate case consultation, case conferencing, and caseload reviews on a regular basis. Support staff professional development, coaching, onboarding, and skill-building in evidence-based and trauma-informed practices. Ensure supervision activities are documented, maintained, and available for review as required. Crisis Support and Clinical Decision-Making Provide real-time consultation and direction during crisis situations, including safety concerns, behavioral health emergencies, participant decompensation, and high-risk incidents. Guide staff in de-escalation, risk assessment, mandated reporting considerations, emergency service coordination, and appropriate level-of-care decisions. Be available, as assigned, for clinical escalation, consultation, and on-call support. Ensure appropriate follow-up, communication, and documentation after incidents or urgent clinical concerns. Assessment Oversight and Clinical Quality Support oversight of screening, intake, biopsychosocial assessments, reassessments, problem lists, treatment plans, and ongoing service planning. Review assessment quality to ensure clinical accuracy, medical necessity support, ASAM alignment, culturally responsive practice, and appropriate care coordination. Conduct chart reviews and documentation audits to support compliance with Medi-Cal, DMC-ODS, SAPC, licensing, accreditation, and funder requirements. Participate in quality assurance, performance improvement, corrective action, and continuous quality improvement activities. Promote documentation consistency, timely follow-up, and service delivery practices that reflect person-centered, trauma-informed, and recovery-oriented care. Program Coordination and Clinical Operations Work in partnership with the Clinical Director, Clinical Manager, and Compliance Manager to support day-to-day clinical operations and service flow. Assist with alignment of clinical schedules, group schedules, staff coverage, supervision cadence, documentation workflows, and case conference structure. Support implementation of policies, procedures, program standards, and clinical workflows that improve continuity of care. Participate in interdisciplinary team meetings, leadership meetings, utilization review, and program planning as assigned. Help clarify role boundaries across clinical, operational, and compliance functions to reduce duplication, gaps, and workflow confusion. Leadership, Compliance, and Service Standards Provide clinical leadership that supports ethical practice, participant safety, staff accountability, and regulatory compliance. Maintain knowledge of SUD treatment standards, ASAM criteria, co-occurring disorders, evidence-based practices, and applicable county/state requirements. Support preparation for audits, monitoring visits, corrective action plans, and internal quality reviews. Promote collaboration among counselors, case managers, clinical staff clinical leadership, compliance, medical providers, and external partners. Provide coverage for designated clinical leadership functions in the absence of the Clinical Director, as assigned and within scope. Minimum Qualifications - Education/Experience, Skills, Qualities, Requirements Education/Experience Master's degree or higher in Social Work, Marriage and Family Therapy, Professional Clinical Counseling, Clinical Psychology, or a related behavioral health field required. Active California license required: LCSW, LMFT, LPCC, Licensed Clinical Psychologist, or other qualifying behavioral health license as approved by Human Resources and program/funder requirements. Must meet applicable qualifications to provide clinical supervision for licensure under California regulations, professional board requirements, and applicable funder standards. Submit proof of a 15-hour supervision course taken from a government agency, an accredited university, or a BBS-accepted Continuing Education (CE) provider OR 6 hours of Continuing Professional Development (CPD) in supervision for renewal. SUD certification or demonstrated SUD treatment experience preferred. Minimum two years of post-licensure clinical experience required, especially where required to supervise at the highest level. Minimum four to five years of experience in behavioral health, SUD treatment, co-occurring disorders, residential treatment, withdrawal management, crisis services, or comparable clinical settings preferred. Experience supervising counselors, case managers, interns, associates, or multidisciplinary behavioral health staff strongly preferred. Experience working within Medi-Cal, DMC-ODS, SAPC, CalAIM, county-contracted, or other regulated service environments preferred. Requirements Driving If the position requires driving, the employee must be 21 years old at a minimum for insurance provision and possess a valid in-state driver's license. An MVR will be processed every year in accordance with The Salvation Army's policies. Background Check Continued employment will be contingent upon a biennial (every two years) background check that is processed in accordance with The Salvation Army's policies. Physical Ability to maneuver, remain in a stationary position, grasp, push, pull, reach overhead, lift 25 pounds, access and produce information from the computer, operate a telephone, and understand written information. Qualified individuals must be able to perform the essential duties of the position with or without accommodation. CPR and First Aid certification required to start and every two years thereafter. TB clearance due within 7 days of starting and annually thereafter. Skills, Knowledge & Abilities Skills Strong knowledge of SUD treatment, ASAM criteria, co-occurring disorders, trauma-informed care, motivational interviewing, CBT-informed interventions, relapse prevention, and recovery-oriented services. Ability to provide effective individual supervision, group supervision, case consultation, chart review, and staff coaching. Strong understanding of clinical documentation, assessment quality, treatment planning, medical necessity, privacy/confidentiality, and audit readiness. Ability to respond calmly and effectively to crisis situations, participant safety concerns, and staff consultation needs. Strong leadership, communication, problem-solving, conflict resolution, and decision-making skills. Ability to work collaboratively with clinical, compliance, administrative, and direct service teams. Qualities Supportive of The Salvation Army's mission.
