Job Summary

We are seeking an experienced Business Analyst to support an enterprise Offender-Based Information System (OBIS) Modernization Program . The BA will serve as the key liaison between business users, technical teams, and external vendors, supporting requirements management, workflow analysis, application readiness, and production stabilization.

Candidate Requirement: C2C candidates must be located in the specified area.



Background Check: Level II Background Check required.

Key Responsibilities

• Elicit, analyze, document, and manage business and functional requirements .
• Analyze operational workflows and assess application readiness for phased rollouts.
• Act as the primary liaison between business users, IT teams, and external vendors.
• Perform gap analysis, Tier 1/Tier 2 troubleshooting , and defect identification.
• Translate user issues and field feedback into actionable technical requirements.
• Collaborate with vendors to triage defects and prioritize software fixes.
• Support system adoption, production stabilization, and ongoing problem resolution.
• Work across multiple projects and assist with project leadership and team mentoring.

Required Skills

• Experience with business analysis, requirements gathering, and process analysis .
• Strong workflow mapping and gap analysis skills.
• Experience with production troubleshooting and defect analysis .
• Strong stakeholder, vendor, and communication skills.
• Ability to translate business needs into functional/technical requirements.
• Ability to manage multiple priorities in a complex enterprise environment.
• Bachelor's degree in Computer Science, Information Systems, Business, or related field, or equivalent experience.

Preferred Skills

• Enterprise system modernization and phased implementation experience.
• Public sector or corrections/offender management experience.
• Agile/Scrum/Kanban experience.
• Jira, ServiceNow, or Azure DevOps .
• Change management experience.
• BA or IT certifications such as ECBA, CCBA, or ITIL .
