Chief Budget & Performance Officer

Responsibility Overview Full‑time Executive‑level Manager in the City’s Manager’s Office. Provides leadership and direction for budget development, strategic planning, fiscal analysis, and public finance functions. Key Responsibilities Develop, monitor, and amend the City’s annual financial plan; lead the compilation and implementation of the annual budget. Assist with fiscal forecasts, long‑range capital plans, and capital improvement funding strategies. Prepare, conduct, and maintain presentations on citywide strategy, metrics, and progress on strategic initiatives; develop a public‑facing dashboard to communicate metrics quarterly. Provide strategic guidance to City staff; assess issues and recommend actions. Facilitate outcome‑based performance indicators for all departments; analyze performance data to improve goals. Develop budget policies, ensure compliance with laws, statutes, regulations, and procedures. Participate in the development and achievement of citywide goals and objectives. Administer and recommend routine personnel matters for subordinates: recruiting, interviewing, hiring, performance appraisals, and corrective actions. Knowledge, Skills, and Abilities Extensive experience in budgeting, forecasting, and financial analysis. Proficiency in strategic planning, program development, and implementation. Regulatory knowledge related to budgeting, finance, and compliance with city code. Performance evaluation principles and professional growth standards for employees. Develop and implement budgetary and financial policies, procedures, and business practices. Exercise direct supervision over assigned staff. Interact with executive management, elected officials, staff, and external agencies. Represent the City at public hearings, meetings, events, and committees while communicating budget priorities and decisions. Collaborate with different departments and stakeholders to achieve organizational objectives. Education and Experience Bachelor’s degree in accounting, finance, or a closely related field from an accredited college or university. Minimum ten (10) years of related professional experience.
