Work Schedule: 8.5-hour workday between 7:30 AM and 6:00 PM, Monday-Friday, with a 30-minute unpaid lunch.

Telecommute: Hybrid (50% Remote / 50% Onsite)


This position requires in-person onsite presence. As per current ITS policies, 50% remote and 50% in-person work is required. This policy may change without prior notice.

Position Summary:-
• The New York State Office of Mental Health (OMH) is seeking an Expert Software Architect to support the Application Modernization Project and other OMH projects as needed.
• The selected consultant will provide high-level technical architecture, design, development guidance, and leadership for applications being modernized on the Salesforce platform .
• The consultant will make high-level architectural decisions, establish technical and coding standards, define software platforms and tools, and design multi-level architectures and component interactions for large-scale OMH software systems.
• The consultant will work closely with Technical Architects, development teams, business stakeholders, and ITS personnel throughout the Software Development Life Cycle (SDLC).

Responsibilities:-
• The selected consultant will perform, but not be limited to, the following activities:
• Provide technical leadership and guidance to various development teams throughout the full Software Development Life Cycle (SDLC).
• Collaborate with Technical Architects to create and foster a Service-Oriented Architecture (SOA) environment for OMH applications.
• Participate in business analysis, requirements gathering, system design, architecture, development, testing, implementation, and production support.
• Design and develop enterprise applications using the Salesforce platform .
• Define and enforce software architecture, coding standards, development methodologies, tools, and technical platforms.
• Design multi-level application architectures and component interactions for large-scale software systems.
• Develop Salesforce solutions using Apex Classes, Triggers, Controllers, Lightning Web Components (LWC), Aura Components, Visualforce, SOQL, and SOSL .
• Design and implement Salesforce solutions using Flow Builder , including Record-Triggered, Screen, and Autolaunched Flows.
• Configure and utilize Salesforce Validation Rules, Custom Objects, and Salesforce Security Model components including OWDs, Sharing Rules, Profiles, and Permission Sets.
• Design, develop, and consume custom REST and SOAP web services .
• Implement secure integrations using OAuth 2.0 flows, JWT, Named Credentials, and Single Sign-On (SSO) .
• Work with enterprise integration platforms such as MuleSoft and Informatica .
• Prepare scripts to create and modify Oracle database objects, including tables, indexes, constraints, triggers, views, stored procedures, and packages.
• Perform data conversion, migration, and data manipulation activities as required.
• Develop and maintain applications that access and process Protected Health Information (PHI) while following HIPAA and OMH security requirements.
• Mentor and assist State and consultant programmers with debugging, troubleshooting, application security, deployment, data access, data communications, and system architecture configurations.
• Utilize GitLab/Git for source code management, version control, branching, and collaborative development.
• Provide guidance and best practices for Git-based source code versioning and collaboration.
• Utilize development and DevOps tools including Git/GitHub, VS Code, Salesforce CLI, SFDX, Scratch Orgs, Sandboxes, and CI/CD tools such as Copado, Gearset, and Jenkins .
• Diagnose and debug production issues reported through the IT Service Management (ITSM) system.
• Escalate critical production incidents as necessary and participate in bridge calls to assist with diagnosis and resolution.
• Troubleshoot application rules, calculations, data issues, and reporting problems using Crystal Reports .
• Participate in multi-agency technical meetings and technical work sessions.
• Guide and advise development teams on software architecture, application design, integration patterns, security, and technical standards.
• Coordinate service requests with ITS Chief Operating Office personnel for application releases, changes, and deployments.
• Support AI-related initiatives, including AI integration, prompt engineering, and unified data profiles within custom application development.
• Participate in required knowledge-transfer activities and provide technical documentation and guidance to State employees.
• Follow all applicable OMH, ITS, HIPAA, security, confidentiality, and software development standards.

Required Skills:
• 84 months of experience working on projects involving the Salesforce platform , including at least 3 years in a leadership role .
• 84 months of experience designing and consuming custom REST and SOAP web services .
• 84 months of experience implementing secure connections using OAuth 2.0 flows, JWT, Named Credentials, and Single Sign-On (SSO) .
• 84 months of experience with Salesforce Apex , including Classes, Triggers, and Controllers, as well as Lightning Web Components (LWC), Aura Components, Visualforce, SOQL, and SOSL .
• 84 months of experience with Salesforce Flow Builder , including Record-Triggered, Screen, and Autolaunched Flows, along with Validation Rules, Custom Objects, and Salesforce Security Model components such as OWDs, Sharing Rules, Profiles, and Permission Sets.
• 60 months of experience with Git/GitHub, VS Code, Salesforce CLI, SFDX, CI/CD tools such as Copado, Gearset, and Jenkins, Scratch Orgs, and Sandboxes .
• 36 months of experience with enterprise integration platforms such as MuleSoft and Informatica .
• 24 months of experience integrating AI, prompt engineering, and unified data profiles into custom application development.
• Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field .
• Salesforce Certified Architect certification or another relevant Salesforce Architect certification.
