Requisition No:879434 Working Title: ENVIRONMENTAL CONSULTANT - 37010115 Position Number:37010115 Salary: Annual Salary Range: $53,917.08 - $61,400.04 (commensurate with experience) This position is located in Tallahassee, FL Position Overview and Responsibilities: This is an advanced highly technical and professional environmental position that serves as the Project Manager responsible for multiple high-profile contaminated sites, including Superfund and State lead hazardous waste cleanup sites, and Drycleaning solvent contamination sites. Manages and tracks all phases of remedial action activities at assigned sites. As Project Manager incumbent is empowered with decision-making authority related to work at assigned sites. Manages assigned contracts for site assessment and remediation with limited supervision. Prepares site-specific scopes of work and cost estimates and negotiates these elements with contractors. Reviews and approves contractor tasks assignments, change order requests, and invoices for completed work. Maintains and updates contract management documentation and resolves contracting issues. Conduct on-site inspections and oversight of fieldwork when necessary. Oversees coordination with U.S. EPA (Environmental Agency) on National Priorities List (NPL) Superfund sites. Provides sole technical review of documents for NPL sites, evaluates remedial alternatives, and participates in the selection of alternatives consistent with National Contingency Plan (NCP), CERCLA, and state law and rules, as appropriate. Prepares written review comments and provides technical recommendations and approvals of documents. Assist in the resolution of DEP/EPA issues regarding Appropriate and Relevant Applicable Requirements (ARARs), Remedy concurrence, Deletions, and other NPL site related issues. Provides technical assistance to other section staff, consultants, and the public regarding technical issues relating to contamination assessments, site hydrogeology, remedial alternatives and related technical topics. Provides technical expertise and guidance regarding compliance with federal Superfund hazardous waste cleanup regulations and U.S. EPA policy. This assistance may include participation in technical meetings, enforcement activities, participation at public meetings, and on-site visits. Incumbent will provide guidance to ensure statewide consistency in cleanup of sites. Assist the Environmental Administrator in coordinating the acceptance of sites into Statelead cleanup. This effort will require coordination with the CERCLA Site Screening group, EPA and the district offices. Performs other duties as required. Required Knowledge, Skills, and Abilities: Knowledge of state and federal laws and regulations relating to hazardous waste/materials management/contaminated site cleanup. Knowledge of state rule making policies and procedures, contract management and contract procurement. Knowledge of hazardous waste site assessment, risk assessment, and remediation. Skill in database management and data analysis. Skill in proofreading and editing technical documents for technical accuracy, spelling, and grammar. Ability to coordinate, organize and maintain schedules of projects, and tasks. Ability to communicate effectively, both orally and in writing, on technical and scientific matters. Ability to travel to hazardous waste cleanup sites Able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns within your program area, with sufficient expertise for managing complex issues. Able to provide guidance and/or training to District or Division staff within your program area on complex and/or controversial permits or similar compliance concerns. Minimum Qualifications: At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Successful completion of background screening will be required for this position. Applicable Job-Specific License or Certifications: Must complete 40-hour OSHA safety training course within six months of employment and then attend annual refresher safety courses. Preferred Qualifications: Three years of regulatory inspection/compliance/permitting/cleanup or other related experience.
