Community Engagement Analyst

The City of Raleigh’s Community Engagement Department is seeking a collaborative and service-oriented Community Engagement Analyst to join our team. This role plays a vital part in strengthening the City’s capacity to engage the public in ways that are accessible, responsive, and rooted in community priorities. The Community Engagement Analyst will report to the Community Partnerships Supervisor under the Community Partnerships Division and work with staff across all divisions of the department, including neighborhood services, youth services, business services, and organizational development. This cross-functional structure offers a unique opportunity to gain broad experience and contribute to a wide range of initiatives that connect residents with city resources and decision-making processes. In this role, you’ll support Raleigh Neighborhood College, Raleigh Engagement Network, and Volunteer Raleigh by coordinating programs, providing technical assistance, supporting training efforts, and strengthening community participation across the city, among other duties and responsibilities. Thisis ahybrid role eligible for teleworking 2 days per week. Some evening and weekend work is required for community meetings and engagement events. We collaborate across departments to strengthen engagement planning, provide technical assistance, and help staff and residents build the skills and tools needed for impactful community engagement. Supporting accessible engagement strategies for City programs and projects in collaboration with department and cross-departmental teams Assisting with the planning and delivery of Raleigh Neighborhood College, including participant outreach and communication, curriculum and session‑material preparation, graduation, and other program logistics, while working with City and external partners to provide participants with knowledge of local government, public services, and opportunities for civic participation Supporting Raleigh Engagement Network users by reviewing applications, onboarding organizations, maintaining member communication and records, providing technical assistance, and helping them access City resources, funding opportunities, meeting spaces, equipment rental, printed materials, consultations, and other membership benefits Supporting Volunteer Raleigh by connecting residents with service opportunities and coordinating volunteer onboarding, training, engagement, and recognition Assisting with the planning and delivery of public‑facing activities such as pop‑up events, workshops, and community conversations, ensuring they are welcoming, well‑organized, and grounded in community needs Taking the lead or assist with large‑scale learning and outreach programs and events that require cross‑team collaboration and logistical planning Helping gather, organize, and summarize community feedback and demographic data to support evaluation, learning, and reporting Building foundational relationships with residents, community partners, and internal staff to support trust‑building and collaboration Supporting other department initiatives and responsibilities as needed to advance community engagement goals and respond to emerging priorities Education and Experience Bachelor’s Degree in Communications, Marketing, Public Relations, Public Affairs, Public Administration, or a related field; 3 to 5 years of professional experience in program planning, neighborhood outreach, community relations, or a related field; OR An equivalent combination of education and experience sufficient to perform the essential duties Licensing and Certifications Valid North Carolina Driver’s License or the ability to obtain one within 60 days of hire Preferred Education & Experience Bilingual (Spanish or another community‑relevant language) Proficiency in Microsoft Office, Microsoft Teams, Asana, and other online engagement platforms Knowledge, Skills, & Abilities Strong interpersonal skills Building trust and fostering collaboration across departments and diverse communities Supporting capacity‑building efforts such as coaching, facilitation, program coordination or training delivery Welcoming engagement strategies that promote meaningful community leadership and participation Planning and supporting events, including logistics, outreach, coordination, and on‑site execution Creating accessible, user‑friendly materials and tools for both internal and public audiences Managing multiple projects simultaneously with attention to detail, timelines, and collaborative workflows Strong written and verbal communication skills, including public speaking, community‑facing presentations, and report writing ADA and Other Requirements Work Environment and Physical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Work Environment: Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor environment or in a vehicle.
