Public Health Educator II (NS)

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

The Public Health Educator II is assigned to the Occupational and Environmental Epidemiology Branch (OEEB), one of four branches within the Epidemiology Section, Division of Public Health, Department of Health and Human Services. The Public Health Educator II works for the Health Assessment, Consultation and Education (HACE) program funded by the federal Agency for Toxic Substances and Disease Registry. The program's goal is to eliminate and/or reduce adverse health effects from exposure to environmental contaminants primarily at hazardous waste sites throughout the state. The primary purpose of the position is to lead the development and implementation of community-based health education programs to prevent exposure to environmental hazards at contaminated sites in NC. The Public Health Educator II works to assess individual, organizational, and community needs for environmental health education; plans and coordinates effective health education programs; evaluates the effectiveness of health education programs; acts as a resource person in health education; and communicates health and health education needs, concerns, and resources to diverse stakeholders. The Public Health Educator II assists with forming and maintaining partnerships with local health departments, builds coalitions, and encourages and strengthens community involvement to help reduce risks of exposure to environmental hazards. Key duties include:

  • Assess individual, organizational, and community needs related to environmental health education.
  • Plan, implement, and evaluate targeted health education programs to address environmental hazards.
  • Develop and deliver clear, accessible educational materials and presentations for diverse audiences.
  • Coordinate and lead community meetings, workshops, and outreach events to address public health concerns.
  • Build and maintain partnerships with local health departments, community organizations, and government agencies.
  • Lead the implementation of the "Choose Safe Places for Early Care and Education" initiative, including curriculum development.
  • Support grant operations by assisting with writing, reporting, budgeting, and communication with funding agencies.
  • Conduct community assessments to identify populations at risk and tailor education strategies accordingly.
  • Serve as a subject matter resource on environmental health education for internal and external stakeholders.
  • Participate in special projects and public health responses as needed to support statewide environmental health initiatives.
Salary Grade Range: $55,823 -$97,689
Recruitment Range: $55,823 - $71,296

  • Demonstrated experience developing and delivering environmental health education materials using plain language and health literacy principles for diverse community audiences.
  • Documented experience in coordinating and facilitating public meetings, workshops, and stakeholder engagement sessions to address environmental health concerns and promote community involvement.
  • Experience conducting community health assessments using qualitative and quantitative data to identify populations at risk of exposure to environmental hazards.
  • Intermediate-level proficiency in preparing grant documentation, including progress reports, budget summaries, and program evaluations for federally funded public health initiatives.
  • Experienced in using digital publishing tools such as Canva to design audience-specific outreach materials that support environmental health education campaigns.

The Occupational and Environmental Epidemiology Branch (OEEB) addresses environmental and workplace conditions that may pose risks to human health across North Carolina. OEEB identifies and evaluates exposures to chemical, physical, and biological hazards; conducts risk assessments and health surveillance; and provides medical consultation and science-based guidance to protect public and occupational health. With expertise in epidemiology, toxicology, industrial hygiene, and health communication, the Branch supports communities, healthcare providers, and other agencies in responding to environmental health concerns.
