Job Description
Assists the manager to facilitate and coordinate professional development, business operations and workflows for staff in the Department of Food & Nutrition Services (FNS). Serves as liaison to the Division of Human Resources (HR) in the administration of staffing and related personnel actions such as hires, promotions, transfers, demotions, employee counseling, adverse actions, and terminations. Generates, compiles, and analyzes a variety of reports, project plans, and documentation for FNS business processes, operational procedures, and organizational effectiveness. Works on special projects.
Responsibilities
Examples of Duties:
- Coordinates all training and professional development activity, to include federal and state requirements, for the Department of Food and Nutrition.
- Plans and coordinates training program for Assistant Managers.
- Plans professional development days for all staff, to include scheduling, locations, materials, and communications.
- Collaborates with hiring supervisors, manager and the HR staffing department to recruit a quality workforce while adhering to bargaining unit master agreements, Board Policies, federal/state laws, and school system procedures and protocols. Participates and assists in activities such as job fairs, recruitment events, and high school job training programs.
- Maintains records and manages oversight for personnel actions, positions, vacancies, worker's compensation, absence management, and employee leave of absences.
- Provides guidance to employees and FNS management team regarding processes, master agreements, Board Policies, laws/regulations regarding human resources related issues.
- In collaboration with HR, creates and maintains partnerships within the local community (i.e., workforce development/job centers, trade schools, BCPS stakeholders, etc.) to address critical shortage area and/or hard-to-fill positions within FNS.
- Coordinates activity for employees who are involuntarily excessed, voluntarily request a transfer, or are returning to work from an approved leave of absence about a suitable assignment. Collaborates with offices such as Staff Relations, HR Administration & Compliance to facilitate assignment accommodations, respond to requests for information, EEO concerns, grievances, unemployment, and general personnel related concerns or questions.
- Serves as a liaison to the HR Staffing office regarding the staffing of positions to include coordination and monitoring of the job postings, candidate pools, interview schedules, and onboarding of recommended new hires.
- Coordinates all activity regarding employee attendance. Develops and maintains tracking system for employee attendance, EAMP, attendance related bonuses, recruiting bonuses, etc.
- Assists management team to coordinate and monitor the evaluation process to include 90-day and annual performance appraisals. Provides training and support to evaluators and ensures compliance with all applicable bargaining units and school system procedures.
- Develops and maintains databases and spreadsheets to track all related personnel data. Develops reports, statistics, and analysis as requested by Manager, Food Service Operations and Director, FNS. Assists in preparing departmental correspondence, forms, and other related documents.
- Works on special projects for the FNS management team as needed. Prepares written reports and recommendations on variety of personnel matters such as policies, procedures, and recruitment strategies.
- Performs other duties as required.
Qualifications
Minimum Qualifications:
Education, Training and Experience:
Graduation from an accredited college or university with a bachelor's degree. Three years of increasing responsible professional experience directly related to business operations and/or food services administration.
Experience in the development, preparation, and presentation of training programs is preferred.

Knowledge, Skills, and Abilities:
Thorough knowledge of human resources laws, codes, regulations, and standards. Knowledge of the principles and practices of human resources administration. Knowledge of modern office practices. Knowledge of personal computers and word processing, spreadsheet, and database applications.
Skill in the use of word processing, spreadsheet, and database programs. Skill in communicating effectively. Skill in preparing and presenting reports and training. Skill in analyzing procedures and practices and developing improvements. Skill in speaking and presenting before groups in a clear and concise manner.
Ability to manage confidential information effectively. Ability to communicate effectively. Ability to establish and maintain effective working relationships. Ability to exercise tact and discretion in dealing with employees.
Physical and Environmental Conditions:
The work of this class is generally sedentary. Work involves travel to offices and schools throughout Baltimore County.

Conditions of Employment: Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contracted and directed to do so. Employees in this class may be assigned to work nights, evenings, weekends, and/or holidays. Employees are subject to call to duty in emergencies and may be required to work beyond their regularly scheduled hours with little advanced notice.
