Project Overview: Bechtel's Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world Job Summary: In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements. Major Responsibilities: Subcontract Management Implements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement Subcontract Formation Conforms and ensures subcontract execution Directs negotiation in the commitment of subcontracts Develops and issues subcontracts and services agreements as assigned Prepares bidders' lists and pre-qualifies bidders Forms bid request packages and issues bid request packages to approved bidders Coordinates bidders' questions and answers to those questions Receives bids and evaluates bids commercially Prepares Commercial Bid Summary and recommendations Recommends and secures approvals in accordance with established procedures Prepares subcontract documents for execution Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience Required Knowledge and Skills: Strong knowledge of contract law, procurement regulations, and best practices in contract administration Knowledge and proficiency in the formation and award of contract agreements, including types, terms, general commercial and legal requirements Excellent negotiation, analytical, and verbal and written communication skills; ability to collaborate with other project functional groups such as Engineering, Construction, Project Controls, Legal and Accounting, as well as with potential bidders and contractors Proficiency in contract management software and Microsoft Office Suite High attention to detail and strong organizational skills, professional and proactive approach to mitigation of contract formation challenges and inherent business risks Knowledge of negotiations, accounting or cost engineering gained through education or experience. Knowledge and understanding of the project functional groups and company policies, procedures and work practices, as well as associated software systems Experience in administration of EPC contracts is a plus Ability to manage multiple contracts and deadlines simultaneously Experience working collaboratively in multicultural, multidisciplinary team Total Rewards/Benefits: For decades, Bechtel has worked to inspire the next generation of employees and beyond!
